Under the general supervision of the Chief Information Officer (CIO) or Deputy CIO, the IT Systems Administrator - Public Safety performs a variety of administrative and advanced technical support functions related to physical and virtual client computing, application administration, and server-based systems support within the Application Services Division. This position coordinates technology initiatives, supports application implementations and upgrades, assists with project activities, and ensures compliance with applicable agreements, standards, and regulations. The position serves as a technical resource and liaison among Information Technology staff, Public Safety personnel, software vendors, and partner agencies. This position works closely with the Information Technology Operations Manager, Public Safety Information Systems Team, and Police Department Administration Team. Duties may include, but are not limited to, the following: Provides day-to-day advanced production and ongoing Public Safety support for applications, hardware, video equipment, and technology initiatives, including issue identification, analysis, troubleshooting, testing, documentation, and user account administration. Monitors critical department applications to maintain operational status and identifies, documents, and assists in resolving security or operational issues. Assists with developing, implementing, and improving business processes and operational procedures related to Public Safety applications. Serves as a subject matter expert for emergency communications systems and Public Safety applications. Coordinates application and infrastructure projects for Public Safety departments by tracking project activities, communicating with stakeholders, coordinating vendors, and supporting implementation efforts. Assists with the development of technology requests and departmental technology strategic planning by providing technical research, feasibility analysis, and budgetary input. Coordinates application upgrades and new software implementations, including scheduling, testing, documentation, and communication with affected stakeholders. Plans, tests, and implements software installations and upgrades to ensure applications continue to meet operational requirements. Provides technical support during critical system changes, upgrades, migrations, and implementation activities. Assists with the administration and maintenance of Public Safety applications and crime analysis software; installs and configures software packages; and provides user training and technical guidance as needed. Develops and maintains documentation related to application architecture, system interfaces, testing procedures, configuration standards, and operational processes. Coordinates with the San Juan Communications Authority and software vendors to support Public Safety applications and related technology initiatives. Performs job functions with an awareness of cybersecurity best practices and assists with implementing security measures to protect City systems, data, and technology assets. Performs minor Microsoft SQL, DB2 query development, JavaScript, Visual Basic, and report-writing duties as required. Performs other related duties as assigned. Attendance at work is an essential function of this position. Must carry a City-issued cell phone or participate in the City's approved cell phone stipend program. Some of the various applications that is supported by this position may include, Windows Server Operating Systems, Genetec Video Surveillance software, Tyler Technologies New World, Central Square Naviline, ESRI ArcGIS, Qsys Video Systems, Axon Fusus and Camera Solutions, Motorola WatchGuard Solutions, Pace Scheduler, and Peregrine Law Enforcement. Operates a motor vehicle in order to service computers and provide assistance to users at various locations throughout the City of Farmington and San Juan County. Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public. Attendance at work is an essential function of this position. Must carry City issued cell phone or obtain city stipend.
