Strategic Team & Service Leadership: You will plan and prioritize the work of the Strategic Software Management team, ensuring processes are efficient, customer-focused, and aligned with organizational goals. Enterprise Tool Management: You will oversee the County’s enterprise productivity tools (such as Google Workspace), managing product life cycles and defining roadmaps to ensure these services are healthy, secure, and deliver maximum value to County staff. Strategic Software Roadmapping: You will collaborate with IT leadership and business partners to architect technology roadmaps and research emerging technologies, ensuring the software portfolio supports strategic investment decisions and meets future business needs. Financial & Vendor Stewardship: You will manage departmental budgets, project forecasts, and outside consultants while leading strategic engagements with vendors and procurement to validate price/performance, ensure contract compliance, and manage the total cost of ownership for the County’s software portfolio.

Requirements

  • Bachelor’s degree in a related field (or equivalent related experience) AND Three years of progressive IT leadership experience, with a proven track record of coaching, mentoring, and developing high-performing technical teams, including system administrators.
  • Demonstrated experience managing a diverse workforce and navigating performance management within a unionized environment.
  • Proven experience administering enterprise-level productivity suites, specifically Google Workspace and Microsoft 365.
  • Proven experience managing broad software catalogs, ensuring license compliance, and developing software models, and customer portals, to evaluate and enable organizational capabilities.
  • Proven experience managing strategic vendor relationships, including contract negotiation and service-level agreement (SLA) performance monitoring.
  • Proven experience working with Contracts and Procurement teams to manage the lifecycle, prioritization, and flow of complex contract portfolios.
  • Proven experience developing and managing formal software and hardware review processes to ensure technical and security alignment.
  • Demonstrated experience managing public sector/government budgets, including staffing forecasts, cost control, and calculating metrics including Total Cost of Ownership (TCO) for large-scale applications.
  • Demonstrated experience implementing or overseeing AI and Generative AI solutions within a business or technical framework.
  • Ability to obtain Criminal Justice Information Systems (CJIS) authorization which includes background check and fingerprinting.
