About The Position
The IT Strategic Planning and Delivery Manager serves as the Office of Information Services' (OIS) primary lead for IT strategic planning, procurement, contract and vendor management, and technology acquisition governance. Reporting to the OIS Director, this position fulfills the agency's Agency IT Resource (AITR) role within VITA's Commonwealth Technology Portfolio (CTP), ensuring compliance with VITA Project Management Division (PMD) and Supply Chain Management (SCM) guidelines across IT contracts, procurements, and registered IT investments. This position oversees the full IT procurement lifecycle - from receiving Statements of Requirements (SORs) through Statement of Work (SOW) development and contract execution, to ongoing contract oversight during project delivery. IT Strategic Plan (ITSP) management in CTP is a shared responsibility coordinated among this position, the OIS Director, and the Enterprise Architecture and Infrastructure Manager. The IT Strategic Planning and Delivery Manager oversees the OIS Project Management Office (PMO) team and directly supervises the IT Administrative Specialist, who handles purchase coordination, software license renewals, SPCC purchases, and budget planning and reconciliation across OIS cost codes.

Responsibilities
- Serve as the primary lead for IT strategic planning, procurement, contract and vendor management, and technology acquisition governance.
- Fulfill the agency's Agency IT Resource (AITR) role within VITA's Commonwealth Technology Portfolio (CTP).
- Ensure compliance with VITA Project Management Division (PMD) and Supply Chain Management (SCM) guidelines across IT contracts, procurements, and registered IT investments.

- Manage IT Strategic Plan (ITSP) in CTP in coordination with the OIS Director and the Enterprise Architecture and Infrastructure Manager.
- Oversee the OIS Project Management Office (PMO) team.
- Directly supervise the IT Administrative Specialist.
