About The Position

The Division of Administration/Office of Technology Services has a vacancy. This job title has an assigned pay grade of TS-317. This position is located in the Network Communicatiosn Services Section. Req. 220757 The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering skilled and professional staff. This position is part of the Edge Operations team within the Office of Technology Services (OTS) – Network Communication Services and plays a critical role in advancing and maintaining edge network infrastructure that supports Louisiana state agency offices and state-owned or leased multi-tenant facilities. Working closely with the OTS network architect, the Senior Network Engineer contributes to the evaluation and development of emerging technologies, creates implementation strategies and deployment playbooks, and ensures consistent application of networking standards across all regions. The role also acts as a Tier 3 escalation resource and collaborates with core/data center senior engineers to ensure cohesive interoperability between edge and core environments. The engineer is expected to maintain expert-level knowledge across both edge and core network technologies, lead the administration and development of the state's Network Access Control (NAC) systems, support hosted voice over IP (VoIP) systems, and actively pursue ongoing training to remain current with the evolving state of enterprise networking. The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: Overseeing the state’s capital construction program Working to provide state and federal grants for community development Development of the state budget Providing technology services Giving agencies guidance in the state purchasing and contracting process as they seek goods and services Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Requirements

  • Seven years of experience in information technology or administrative services
  • Six years of full-time work experience in any field plus five years of experience in information technology or administrative services
  • An associate's degree in information technology plus five years of experience in information technology or administrative services
  • A bachelor’s degree plus five years of experience in information technology or administrative services
  • A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services
  • A master’s degree plus four years of experience in information technology or administrative services
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Responsibilities

  • Collaborate with the OTS network architect in researching and developing new edge network technologies for deployment across agency and multi-tenant facilities
  • Author and maintain implementation strategies, technical standards, and repeatable playbooks for use by OTS staff and contractors
  • Translate architectural designs into executable deployment methods that integrate both modern and legacy networking technologies
  • Provide subject matter expertise for complex edge deployments, including SDN platforms, enterprise Wi-Fi, and secure access control
  • Lead implementation and lifecycle management of Network Access Control (NAC) systems used statewide, including policy enforcement and integration with agency infrastructure
  • Resolve critical and persistent network issues escalated from regional engineers or the OTS Network Operations Center (NOC)
  • Lead root cause analysis and post-incident reviews for edge-related disruptions, documenting findings and corrective actions
  • Troubleshoot hosted VoIP-related network issues such as jitter, latency, packet loss, misconfigured VLANs, and voice traffic path inconsistencies, including firewall and NAT traversal issues
  • Deliver formal and informal technical training sessions to lower-level engineers on tools, techniques, and deployment practices
  • Provide technical guidance on hosted VoIP infrastructure, emphasizing voice traffic prioritization, network path optimization, and integration across LAN/WAN boundaries to ensure performance and reliability
  • Contribute to strategic planning initiatives, technical evaluations, or other statewide IT projects as directed by OTS leadership
