About The Position

The Division of Administration/Office of Technology Services has a vacancy for an IT Statewide Manager 3 (Finance Manager). This position is located in Operations and is part of the Forecast and Demand Management (FDM) unit for Cost Allocation and Billing. The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable IT solutions for Executive Branch Departments, focusing on smart decision-making, problem-solving, project success, and professional staff development to maximize the State's investment in technology. The IT Statewide Manager 3 will provide direction, planning, organization, training, and control for the IT Services within the FDM unit, coordinating work and directing subordinate staff. The Division of Administration serves as the state government's management arm and the hub of its financial operations, overseeing capital construction, grants, budget development, technology services, purchasing guidance, and disaster recovery funding.

Requirements

  • Seven years of experience in information technology or administrative services; OR Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR An associate’s degree in information technology plus five years of experience in information technology or administrative services; OR A bachelor’s degree plus five years of experience in information technology or administrative services; OR A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR A master’s degree plus four years of experience in information technology or administrative services.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Responsibilities

  • Serves as Product Owner and Super Admin for the OTS Connect Billing Portal, overseeing implementation, administration, user access, security permissions, and role assignments.
  • Provides tier-one technical support and acts as the final escalation point for complex portal and technology issues, coordinating with developers, tier-two support, and OTS Information Security Services.
  • Leads customer portal focus groups to gather feedback, improve user experience, and identify future system enhancements.
  • Acts as Lead Architect and Technical Lead for the design, implementation, and architectural review of new and existing technologies, ensuring compliance with security policies.
  • Develops, maintains, and analyzes cost allocation models, financial structures, and cost codes to support OTS rate development, fiscal operations, and agency cost allocation.
  • Leads the development of OTS revenue and expenditure forecasts, cash flow analyses, and IT budgetary requirements, including cost recovery methodologies and statewide funding adjustments.
  • Collaborates with stakeholders, auditors, and agencies to establish appropriate rate levels and maintain compliance with cost allocation, recovery, and financial reporting requirements.
  • Oversees fiscal analyses and provides recommendations to management regarding operational performance, financial operations, policy improvements, and expenditure corrections.
  • Manages customer billing operations, outstanding receivables, personnel cost allocations, and customer engagement activities related to OTS billing and financial services.
  • Conducts cost-benefit analyses and develops data products, benchmarking metrics, balanced scorecards, and service-level reporting.
  • Manages staff activities by prioritizing assignments, monitoring work performance, ensuring timely project completion, and enforcing compliance with policies and guidelines.
  • Prepares the Annual OTS Technology Cost Allocation Report to OSRAP, provides input on legislative and regulatory changes, and performs special projects and analyses.
