About The Position

The Division of Administration/Office of Technology Services has a vacancy in the Applications and Data Management Section. The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The incumbent is responsible for supporting the Financial modules of the State’s ERP system (LaGov) which runs on the SAP R/3 software. This is a professional highly complex advanced journeyman level position on the Financial (FI) team in the Application and Data Management Section of OTS. The incumbent is a business analyst on the FI team and must possess knowledge of the capabilities of the multiple components of the ERP system which are Financial, Logistics, Human Capital Management and Enterprise Solutions. The incumbent must have advanced detailed knowledge of Grant Management, Accounts Receivable, Sales and Distribution, General Ledger modules and Federal Billing practices. Additionally, the incumbent must have comprehensive knowledge of all other FI modules and must have the ability to relate this knowledge across the multiple components of the ERP system. Supervision is received by a general review from an IT Statewide Analyst or higher level authority. The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including overseeing the state’s capital construction program, working to provide state and federal grants for community development, development of the state budget, providing technology services, giving agencies guidance in the state purchasing and contracting process, and administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes.

Requirements

  • Five years of experience in information technology, project management, business analysis or administrative services; OR Six years of full-time work experience in any field plus three years of experience in information technology, project management, business analysis or administrative services; OR An associate's degree in information technology plus three years of experience in information technology, project management, business analysis or administrative services; OR A bachelor’s degree plus three years of experience in information technology, project management, business analysis or administrative services; OR A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology, project management, business analysis or administrative services; OR A master's degree plus two years of experience in information technology, project management, business analysis or administrative services.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Responsibilities

  • Serve as a lead ERP business consultant supporting state agencies and acting as the primary point of contact for resolving highly complex enterprise system issues.
  • Analyze business needs and translate requirements into functional system solutions while evaluating impacts across multiple ERP modules and integrated applications.
  • Provide expert support for troubleshooting advanced system issues, recommending solutions, and ensuring agencies maximize the effectiveness of enterprise resource planning systems.
  • Review and evaluate system change requests, assess compliance with state policies, and coordinate enhancements with developers, vendors, and control agencies.
  • Lead cross-functional projects involving system upgrades, new releases, application enhancements, testing, implementation planning, and quality assurance reviews.
  • Provide technical leadership and mentorship to team members by coordinating work plans, monitoring progress, conducting risk analysis, and supporting knowledge transfer and training efforts.
  • Develop and oversee user documentation, training materials, testing plans, interface support, and implementation resources for system changes and major enhancements.
  • Collaborate with state agencies, executive leadership, vendors, and technical teams to coordinate system operations, year-end processes, and enterprise-wide business initiatives.
  • Facilitate meetings, workshops, and presentations related to ERP applications, system improvements, change priorities, and user support across multiple agencies.
  • Participate in special projects, system studies, policy impact analysis, software evaluations, and strategic technology initiatives that improve statewide business operations.
