About The Position

Serves as a technical liaison between the Graduate Division and system wide IT units, including all Banner related campus and system and data governance offices. Collaborates and assists with technology projects from planning through implementation, ensuring adherence to timelines, quality standards, and institutional policies. Models, engineers, and maintains business logic involving complex data exchange among multiple platforms associated with the UH Manoa Student Information System (Banner), using relational database systems. Consults with internal Graduate Division stakeholders to analyze requirements and propose feasible options regarding hardware, operating systems, and technical support costs. Follows and implements directives and guidance related to best practices from University of Hawaii System Information Technology Services. Ensures the consistent adoption, implementation, and enforcement of recommendations issued through University of Hawaii System information Technology Services. Keeps abreast of recommendations issued through University of Hawaii System information Technology Services and takes timely action as needed. Responsible for the maintenance, implementation, and troubleshooting for critical platforms including but not limited to Kuali Build forms, Banner and other related products, as well as liaison UniCAS/Outcomes. Provides technical leadership for web-based applications, including full-cycle development, design, and support. Evaluates technological systems and applications provided by critical platforms (e.g. Kuali Build, Ellucian products, and Liaison UniCAS/Outcomes) and collaborates and assists on the development of procedures and policies regarding their usage by the Graduate Division. Extracts, analyzes, and prepares data for sharing from enterprise systems to produce accurate reports for Graduate Division and others (e.g., national surveys, etc) and ensures data integrity. Administers the Graduate Division Information Network, including hardware/software maintenance, security assessments, and risk factor analysis. Coordinates and assists in the creation and maintenance of ADA-compliant media for Graduate Division presentations and other information sources. Solicits, evaluates, and assists with the acquisition of all hardware, software, peripherals, and maintenance contracts in alignment with budget constraints. Collaboratively provides training and technical support to professional staff on all hardware, software, and enterprise systems used in the Graduate Division. Provides technical support to the Graduate Division outside of normally scheduled work hours on an as needed basis. Other duties as assigned.

Requirements

  • Possession of a baccalaureate degree in Computer Science, Information Technology, Management/Computer Information Systems or related field
  • 4 years of progressively responsible professional information technology experience with responsibilities for information technology for higher education, Student Informational System Databases, Networking, and Web programming of which 2 years of the experience must have been comparable in scope and complexity to the next lower pay band in the University of Hawai'i broadband system or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills, and abilities as indicated.
  • Considerable working knowledge of SQL, Web Development, System Administration, and higher education Student Information Systems as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodologies.
  • Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with Liaison WebAdmit/UniCAS and/or any other admissions application systems used in higher education.
  • Demonstrated ability to recognize a wide range of intricate problems, using reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluate, integrate, and implement practical and thorough solutions in an effective and timely manner.
  • Proven ability to comprehend, interpret and implement administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally, and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Considerable working knowledge of Ellucian Banner.
  • Considerable working knowledge of applicable federal and state laws, rules, and regulations associated with Student Information System Databases (e.g., FERPA), Network Protocols, Mac OS, and Windows OS.
  • Ability to work outside normal scheduled work hours including day, night, weekend and/or holiday hours as needed.
  • Strong understanding of IT service management, cybersecurity principles, risk management, and compliance requirements.
  • Demonstrated experience implementing and maintaining IT best practices, standards, and governance.

Nice To Haves

  • Advanced training and/or considerable experience in higher education Student Information Systems software for managing admissions and records including but not limited to Ellucian Banner, Liaison WebAdmit/UniCAS/Outcomes, and OnBase.
  • Extensive knowledge of Oracle and PostgreSQL Structured Query Language (SQL) as it pertains to higher education Student Information Systems.
  • Extensive knowledge of the handling, storage, and management practices related to Personally Identifiable Information (PII).
  • Demonstrated experience and understanding of the technology systems, and applications used in the University of Hawaii system.
  • Advanced training and/or considerable experience in web development.
  • Considerable working knowledge of office networking and peripherals and their troubleshooting.
  • Extensive personnel experience in supporting staff in a higher education environment.
