About The Position

This IT SPECIALIST (INFOSEC) is located at the JFHQ-State, in the Deputy Chief of Staff for Information Management(CIO/J6/G6)and is part of the CA JFHQ J6. This is a T5 EXCEPTED SERVICE, TEMPORARY POSITION NOT TO EXCEED 1 YEAR. The selectee may be non-competitively promoted permanently or extended up to 5 years if/when funding becomes available or the position becomes unencumbered. The primary purpose of the IT SPECIALIST (INFOSEC), GS-2210-12, is to manage the State level Communication Security Program (COMSEC) in accordance with governing policies. This role provides oversight of all COMSEC accounts within the State/Commonwealth/Territory and resolves complex issues related to COMSEC with external organizations. The incumbent manages the Command's Communication Security (COMSEC) Program and serves as the installation COMSEC Account Manager for a National Guard state Headquarters, acting as the technical expert/authority responsible for safeguarding, accounting, and supply control of COMSEC material. The position requires maintaining accurate documentation for inventories, issuance, destructions, possession, and reports in accordance with current regulations, guidance, and procedures. The role also involves generating, maintaining, and submitting paperwork to the appropriate authority, coordinating the receipt, preparation, issuance, and destruction of all COMSEC material, and maintaining key management information systems. The IT Specialist conducts audits and inspections of subordinate accounts, coordinates with applicable organizations to resolve complex COMSEC issues, and conducts inspections of peer organizations when requested. Ensuring the physical security and proper storage of COMSEC facilities across the state/territory, developing and updating Risk Assessments, Emergency Plans, and other planning materials are also key responsibilities. Findings from audits/inspections are reported to the command, and remediation plans are developed as needed. The position ensures the states' and subordinate unit COMSEC programs comply with higher governing authority policies and guidelines, and that individual training and compliance are maintained for required COMSEC account access and Information System Privileged Access. Training and resources are provided to account holders on safeguarding, accounting, and supply control of COMSEC material, as well as the function and usage of COMSEC devices, equipment, and key generation. The incumbent advises the Command on the development and implementation of COMSEC related policy and procedures. This position requires knowledge of the principles, policies, and procedures involved in ensuring the security of communication services and data, and maintaining the communications environment. The incumbent is not subject to mobilization and does not perform a military mission. The position requires civilian expertise not readily found in the military structure.

Requirements

  • At least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government.

  • U.S. citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • Must maintain proper security clearance.
  • All certifications are required within 6 months of employment.
  • Incumbent must complete appropriate training and obtain/maintain required certifications IAW DoDI8140 or DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Technician Level II or III.
  • Position is designated as OV-MGT-002 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework.
  • Must maintain proper security clearance.
  • National Agency Check is required prior to position assignment.

Responsibilities

  • Manage the State level Communication Security Program (COMSEC) in accordance with governing policies.
  • Provide oversight of all COMSEC accounts located in the State/ Commonwealth/Territory and resolve complex issues related to COMSEC with external organizations.

  • Coordinate the receipt, preparation, issuance and destruction of all COMSEC material for the account.
  • Maintain, patch, and upgrade the key management information system(s).
  • Conduct audits and inspections of subordinate accounts, and coordinate with applicable organizations/offices to resolve complex COMSEC issues.
  • Conduct inspections of peer organizations when requested.
  • Ensure the physical security and proper storage of the commands COMSEC facilities across the state/territory.
  • Develop and update Risk Assessments, Emergency Plans, and all other planning material IAW regulation and policy.
  • Report findings of audits/inspections to the command and develop account remediation plans.
  • Ensure the states' and subordinate unit COMSEC programs comply with higher governing authority policies and guidelines.
  • Ensure individual training and compliance necessary to maintain required COMSEC account access and Information System Privileged Access.

  • Advise the Command on the development and implementation of COMSEC related policy and procedures based on higher agency policies, directives, and command requirements.
  • Possess knowledge of the principles, policies, and procedures involved in ensuring the security of communication services and data, and maintaining the communications environment.
