About The Position

The IT Refining On-Site Manager oversees all local information Technology (IT) and Operational Technology (OT) operations to ensure safe, reliable, and secure IT & OT services for both the Anacortes, Washington and Kenai, Alaska Refineries. This pivotal role will contribute to and help support the strategy realization, technology roadmaps, innovation, and drive the delivery of business value for both refineries. This role will work closely with peers across digital and business partners to ensure the digital teams are embedded with stakeholders while developing talent and fostering a culture of continuous improvement. This position is expected to have up to 25% travel to ensure on-site presence across both refineries. Accountable for business results primarily achieved through the work of others. Manages staff, sets direction, and deploys resources. Has responsibility for employee development, performance reviews, pay reviews, and staffing decisions. Accountable for business, functional or operational areas, processes, or programs.

Requirements

  • Bachelor's degree in Computer Science, Information Technology, Management Information Systems, Engineering, Business, or other computer-related degree required.
  • Ten (10) or more years of diversified IT experience required.
  • Three (3) or more years of direct or indirect leadership experience required.

Nice To Haves

  • Experience with Operational Technology (OT) infrastructure preferred.
  • Experience with Portfolio and Product management, particularly in an Agile or Scaled Agile Framework (SAFe) environment preferred.

Responsibilities

  • Manages daily operations of the team, providing guidance, mentorship, and driving a culture of innovation and continuous improvement. Oversees recruitment, development, retention, and performance to build strong talent.
  • Plans and leads low- to medium-complexity IT projects, ensuring they are delivered on time, within budget, and adhere to quality standards.
  • Ensures the availability, reliability, and security of technology systems. Collaborates with key stakeholders and internal groups to identify needs, deliver effective solutions, and support business objectives.
  • Ensures safe, reliable and secure operations of Operational Technology (OT), partnering with enterprise IT & refining business to maintain, upgrade, and optimize critical refinery process control systems (SCADA, DCS, PLCs).
  • Manages Cybersecurity & Compliance by implementing robust cybersecurity measures across IT and OT environments, conducts vulnerability assessments in partnership with enterprise IT, leads incident response, and ensures compliance with industry standards, safety, and environmental regulations (e.g., NIST, IEC 62443, OSHA, EPA).
  • Ensures high availability, redundancy, and segmentation of refinery networks, ensure IT controls are applied at the site, and oversees lifecycle management of hardware and software assets.
  • Supports IT product teams in securing business buy-in, deploying and driving adoption of digital transformation initiatives at the site, including but not limited to IoT, edge computing, and digital twin.
  • Champions the mobility and connectivity strategy for all field devices, acting as the key liaison and leading initiatives to improve device reliability and user experience in the field.
  • Oversees contracts and performance of vendors and contractors providing IT / OT systems, specialized refinery software, and network services, aligning external resources with operational goals and technology roadmaps.
