About The Position

The contractor will be responsible for managing IT projects, with a specific focus on the E-rate program. This involves understanding E-rate laws, rules, and regulations, performing site assessments, and collaborating with library system directors to identify local technology needs. The role requires filing for discounts in the E-rate portal, possessing knowledge of technology infrastructure and end-user devices, and handling Program Integrity Assurance (PIA) reviews to facilitate funding.

Requirements

  • Minimum 10 years of experience in IT project management.
  • Minimum 5 years of experience working in E-rate.
  • Knowledge of procurement laws.
  • Experience in contract administration.
  • Experience in strategic planning.
  • Experience working with public libraries and library stakeholders.
  • Knowledge of Windows 10 at an advanced level.
  • Expertise in Networking Hardware, including Wireless Access Points, Switches, Routers, and Cabling.
  • Expertise in the USAC Portal for running E-rate reports and filing E-rate applications.
  • Expertise in Project Management, including development, implementation, and coordination from start to finish.
  • Expertise in Staff Supervision across multiple divisions.
  • Expertise in Procurement, including knowledge of state and local government policies and development of RFPs.
  • Advanced experience in ISP Migrations, including management, implementation, and coordination.
  • Expertise in Vendor Migrations, including management, implementation, and coordination.

Responsibilities

  • Perform and/or review site assessments.
  • Work with library system directors to determine their local needs.
  • Work with library systems to properly file for E-rate discounts in the portal.
  • Handle frequent Program Integrity Assurance (PIA) reviews, seeking clarification or additional information from the Client to overcome obstacles to funding.
