About The Position

The State of South Carolina seeks a dynamic IT Project Manager – Project Lead to drive high-impact technology initiatives for the SCHOUSING program. In this pivotal role, you will guide multiple agency-wide projects from inception through delivery, collaborating with cross-functional teams to ensure timely, high-quality outcomes that support critical housing and agency operations.

Requirements

  • Minimum 5 years IT project management experience
  • 3+ years experience in both Agile and Waterfall project environments
  • Demonstrated expertise in strategic planning, roadmap development, risk management, resource management, change management, and budget planning
  • Proven ability to lead diverse teams, manage priorities, and deliver complex technology solutions on time
  • Bachelor’s degree; PMP, PMI-ACP, or CSM certification (or in process)
  • Strong interpersonal, presentation, facilitation, and analytical skills

Responsibilities

  • Lead full project lifecycle: Manage solicitation, selection, contract negotiation, acquisition, implementation, migration, and legacy system sunset
  • Oversee multiple technology projects simultaneously, ensuring scope, schedule, and deliverables are on track
  • Apply both Agile and Waterfall methodologies to optimize project outcomes and compliance with industry best practices
  • Drive project planning, execution, and status reporting for diverse stakeholders and sponsors at all agency levels
  • Develop, maintain, and oversee all project documentation throughout the lifecycle
  • Conduct regular status and review meetings; proactively identify and resolve project risks and issues
  • Foster a culture of continuous improvement in project delivery, methodology, and stakeholder engagement
  • Key current initiatives: Mortgage Servicing & Production solutions, Development & Compliance Monitoring, Contract Administration, Business Continuity, and facility assessment for agency growth
