About The Position

Nationwide IT Services, NIS, is seeking an IT Project Manager for a potential opportunity who leads IT operations, infrastructure, service desk, database, systems administration, network, end-user support, asset management, and operational-sustainment projects supporting the USCG Aviation Logistics Center. The position manages projects and operational initiatives in a mission-critical environment that includes 24-hour service desk support, enterprise applications, databases, servers, networks, end-user devices, telecommunications, vulnerability remediation, system upgrades, backups, account management, software licensing, and accountable property.

Requirements

  • Bachelor’s or associate degree in Computer Science, Information Technology, Engineering, Mathematics, Business Management, or a related field.
  • PMP, ITIL, Certified ScrumMaster, SAFe, or comparable certification.
  • At least five years of experience providing technical direction and IT project management.
  • At least one additional year of supervisory or team-lead experience.
  • At least two years of experience supporting change management and process improvement.
  • Familiarity with the complete system-development and operational life cycle.
  • Ability to obtain and maintain a favorable Tier 1 background investigation for unclassified systems.
  • Strong communication, coordination, customer service, organizational, risk-management, and problem-solving skills.

Nice To Haves

  • Experience managing Federal IT operations, infrastructure, service desk, or systems-integration projects.
  • Knowledge of ITIL and IT service-management practices.
  • Experience with incident, problem, change, release, configuration, asset, and service-level management.
  • Familiarity with Windows Server, Red Hat Linux, Oracle, Microsoft SQL Server, Ingres, Citrix, cloud infrastructure, networking, and enterprise backup environments.
  • Experience managing 24/7 operational support and coordinating planned and unplanned outages.
  • Familiarity with NIST vulnerability-remediation timelines, STIG requirements, POAMs, and Federal cybersecurity controls.

Responsibilities

  • Plan and manage IT operations and infrastructure projects from initiation through implementation and operational acceptance.
  • Coordinate service desk, desktop support, database administration, systems administration, network support, hardware engineering, application sustainment, and asset-management activities.
  • Manage schedules, resources, risks, dependencies, milestones, outages, maintenance windows, and implementation plans.
  • Oversee operational projects involving server and database upgrades, application deployments, network changes, workstation refreshes, cloud infrastructure, backup and recovery, and disaster-recovery support.
  • Coordinate incident, problem, change, request, and release-management activities using Government-approved IT service-management tools.
  • Monitor service desk workload, account-management tickets, incidents, requests, work orders, response times, resolution times, backlogs, and service-level performance.
  • Support delivery of continuous 24-hour, seven-day customer-service operations, including after-hours upgrades, maintenance, outages, and system failures.
  • Coordinate vulnerability and STIG remediation in development, staging, training, production, and disaster-recovery environments.
  • Track remediation deadlines, constraints, corrective actions, Plans of Action and Milestones, and operational risks.
  • Ensure system upgrades, maintenance, and infrastructure changes are coordinated with the Development, Configuration Management, Information Assurance, and Platform/Operational Technology teams.
  • Manage projects involving IT asset inventory, equipment receipt and distribution, software licensing, hardware and software waivers, property accountability, and equipment disposition.
  • Ensure operational procedures, implementation plans, rollback plans, test plans, standard operating procedures, and technical records are complete and current.
  • Develop project and operational metrics for availability, downtime, system performance, ticket volumes, account management, vulnerabilities, assets, staffing, and training.
  • Facilitate daily operational coordination meetings, outage reviews, incident reviews, project reviews, and Government status briefings.
  • Identify opportunities to improve operational reliability, service delivery, automation, customer experience, security, and cost efficiency.
  • Provide accurate written and oral technical, financial, schedule, and performance reports to Government and contractor management.
