About The Position

The Washington State Patrol (WSP) is seeking an IT Project Management professional to provide senior-level technical and organizational leadership for technology projects that advance the agency and its partners. This role focuses on delivering business value by integrating new technology into business practices through effective project management, relationship management, contract and vendor management, and release and organizational change management. The position will also ensure compliance with federal, state, and agency policies in the planning and implementation of IT and data systems. The role involves working with executive sponsors and senior technology leadership on project deliverables, resources, budget, and performance, and developing key metrics to monitor implementation success. The position is designated as "in-training," meaning it may be filled at a lower level (Journey) depending on the candidate's qualifications. The salary range will vary based on the level at which the position is filled: IT Project Management – Journey Level ($7,508 - $10,098 per month) or IT Project Management – Senior Level ($8,275 - $11,134 per month).

Requirements

  • Eight years of in Information Technology (IT) project management (for Senior/Specialist level).
  • Three years of progressive experience practicing the methodologies and principles of project management (for Journey level).
  • Experience providing service, resolving complex or sensitive issues while maintaining confidentiality (for Journey level).
  • Proven ability to build relationships and work collaboratively with internal and external customers (for Journey level).
  • Competency in Microsoft Office (Word, PowerPoint, Excel), Microsoft Visio, and Microsoft Project.
  • Practical experience using a variety of project management tools, such as Microsoft Project and Visio (for Journey level).
  • Practical experience using organization tools such as Microsoft Excel, Trello, or Padlet (for Journey level).
  • Practical experience using virtual platforms such as Microsoft Teams or Zoom (for Journey level).
  • Must be able and willing to work in the office and commute to the specified location.
  • Applicants must possess work authorization that does not require employer sponsorship.

Nice To Haves

  • Education related to Computer Science Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), Business Administration or other closely related field may substitute experience year for year.

Responsibilities

  • Provide senior level technical and organizational leadership for technology projects.
  • Deliver business value to the agency, divisions, and citizens by incorporating new technology into business practices.
  • Manage projects effectively through project management, relationship management, contract and vendor management, and release and organizational change management.
  • Integrate federal, state, and agency policies while planning and implementing information technology and data systems.
  • Work with Executive Sponsor(s) and senior technology leadership on technical project deliverables, resources, budget, and technology performance.
  • Develop key metrics to monitor the success of implementation.
  • Work with business divisions to ensure goals are met.
  • Develop and maintain effective agency and division relationships.
  • Discuss Division Technology Plans, current issues, and ensure expectations are aligned with the technology roadmap and service capabilities.
  • Understand division business processes.
  • Consult with division commanders to develop a technology roadmap that guides business value realization during operational planning.
  • Identify and engage appropriate participants in funding and support processes.
  • Work with Budget and Fiscal Services (BFS) to establish and manage contracts.
  • Educate and include executive and project sponsors in the relationship with the OCIO.
  • Identify vital systems, services, business owners, and technical owners.
  • Identify, arrange for, and test alternate work and operational locations required to support essential systems.
  • Apply the incident command system and other techniques to the ITD and ESD recovery and response plan.
  • Evaluate products and technologies.
  • Write and administer assigned procurements according to state and agency policy.
  • Write and select the appropriate procurement type (RFP, RFQQ, or RFI).
  • Ensure vendors are producing deliverables on time and with the required quality.
  • Report contract status and remaining value to the project sponsor, contract professional, or project management office.
