About The Position

The Washington State Department of Corrections (DOC) Information Technology (IT) team is seeking a dynamic and skilled IT Project Management Senior Specialist. This role performs full-scope project management for high-visibility, high-risk, and high-impact IT projects. The specialist will provide technical and organizational leadership in project management and lead strategic initiatives to integrate new technologies with existing enterprise technologies. Responsibilities include directing complex, multi-agency infrastructure and system implementation projects, and providing leadership, coaching, and expert project planning for major DOC mission-critical infrastructure and computing systems implementation and upgrades. Daily tasks involve directing, planning, controlling, coordinating, and managing all aspects of complex projects, including scope, schedule, resources (staff and budget), requirements, issues, risks, communication, and change. This position requires significant interaction with IT and agency executives and is responsible for delivering assigned projects within defined scope, schedule, and budget. The IT Project Management Senior Specialist plays a critical role in improving public safety by managing mission-critical IT projects that deliver robust, strategic technology solutions supporting 9,000 correctional workers. The role encourages collaboration on projects with local, state, and federal governments to improve data sharing.

Requirements

  • High school diploma or equivalent AND Nine (9) years of consultative, administrative, or supervisory experience in information technology analysis or IT project management or an equivalent combination of training and experience OR A Bachelor’s degree in computer science, public administration, business management, project management, or related field AND Five (5) years of consultative, administrative, or supervisory experience in information technology analysis or IT project management or an equivalent combination of training and experience.
  • Five (5) or more years of project management experience in the last 8 years.
  • Two (2) years professional work experience within an information technology environment with broad knowledge of infrastructure, networking, security, telecommunications, software development (requirements, design, development, testing) and operations.
  • Demonstrated excellent oral and written communication skills, including use of "plain talk" principles and the ability to present complex materials to a wide variety of audiences in different formats.

Responsibilities

  • Using an agreed upon project management methodology and industry best practices, initiate and plan agency IT projects.
  • Working closely with executives and senior leaders in all business areas across DOC, initiate planning to identify solutions/alternatives to accomplish agency needs and strategic goals in a structured project environment.
  • Providing the highest expert level technical and organization leadership to plan the integration of new technologies with existing enterprise technologies and infrastructure.
  • Directing the analysis and planning of complex, multi-agency systems and hardware/software solutions.
  • Following the initiation phase and dynamically managing the critical areas of schedule, issues/risks, scope, and budget to achieve the project objectives.
  • Working with executives to develop, implement, and maintain project management plans specific to the needs of the project, sponsor, and steering committee.
  • Creating and managing work breakdown structure (WBS) for the project with detailed activities, tasks, task dependencies, resource assignment, milestones, and deliverables for the project.
  • Actively managing decisions, issues, risks (including mitigation activities), and change management processes consistent with the processes defined in the project management plan.
  • Completing project close-out activities marking an "end" to the project.
  • Working with the executive sponsor and steering committee members, plan, and conduct a post implementation review identifying lessons learned and best practices.
  • Facilitating working sessions, prepare survey materials, and solicit input from technical staff stakeholders, and other project team members including senior leaders.
  • Publish findings.
