About The Position

This role focuses on establishing, operating, and continuously improving IT PMO governance, standards, templates, methodologies, and reporting routines. The Program Manager will lead the intake, evaluation, prioritization, approval, and sequencing of technology initiatives in alignment with organizational strategy, risk, value, and available capacity. They will maintain an integrated portfolio roadmap and oversee program plans, schedules, milestones, budgets, risks, issues, dependencies, decisions, and benefits. This position involves facilitating portfolio governance meetings and preparing concise dashboards, executive briefings, recommendations, and decision materials. The role requires partnering with IT and business leaders to define scope, outcomes, ownership, success measures, and delivery expectations, as well as coordinating resources across concurrent projects and identifying capacity constraints, competing priorities, and delivery conflicts requiring leadership action. The Program Manager will provide program-level leadership for complex, cross-functional initiatives and ensure coordinated execution across workstreams, vendors, and stakeholders. They will establish practical change control, risk management, escalation, quality assurance, and project closure processes. Additionally, this role involves directly supervising IT Project Managers, including assigning and prioritizing work, setting performance expectations, providing ongoing feedback and development, conducting performance evaluations, and supporting recruitment and workforce planning. Coaching project managers and project leads in planning, governance, stakeholder engagement, documentation, and delivery practices is also a key responsibility. Monitoring vendor commitments, contracts, deliverables, and dependencies in coordination with procurement, legal, security, and operational stakeholders, and promoting effective change management, communication, adoption planning, and transition to operational support are also part of the role. Finally, the Program Manager will define and track PMO metrics, identify trends, and recommend corrective actions or process improvements.

Requirements

  • Bachelor’s degree in information technology, business administration, project management, healthcare administration, or a related field.
  • Seven years of progressive experience in project, program, or portfolio management, including responsibility for complex cross-functional technology initiatives.
  • Three years of experience leading a PMO function, program portfolio, or enterprise governance process.
  • Demonstrated experience with project intake, prioritization, portfolio planning, executive reporting, risk management, resource coordination, and financial oversight.
  • Demonstrated Agile project management experience, including practical application of Agile principles, frameworks, ceremonies, backlog management, iterative planning, and cross-functional team facilitation.
  • Experience working with executive leaders, operational stakeholders, technical teams, and third-party vendors.
  • Proficiency with project and portfolio management tools, productivity platforms, dashboards, and data-driven reporting.
  • Detailed working knowledge of the Epic electronic medical record (EMR), including its clinical and operational workflows, implementation and optimization lifecycles, integrated applications, governance considerations, and dependencies across enterprise technology initiatives.

Nice To Haves

  • Master’s degree in business, information systems, healthcare administration, or a related discipline.
  • PMP, PgMP, PfMP, or comparable program or portfolio management certification, along with a recognized Agile certification such as PMI-ACP, Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or SAFe Agilist.
  • Experience establishing or maturing a PMO in a healthcare, nonprofit, or similarly regulated environment.
  • Knowledge of enterprise clinical and business platforms, information security, data integration, infrastructure, and vendor implementation lifecycles.
  • Experience with Agile, hybrid, and traditional delivery methods and organizational change management practices.
