About The Position

The Virginia State Police (VSP) is seeking to hire an IT Program Manager in our Information Technology (IT) Division at our Administrative Headquarters in North Chesterfield, Virginia. The job duties for this position include but are not limited to: Leading a portfolio of related technology and business initiatives that support the VSP mission. Overseeing program-level planning, coordination, governance, risk and issue management, resource and capacity planning, vendor oversight, financial stewardship, and executive communication. Ensuring that major technology initiatives are delivered effectively, aligned with Agency strategic needs, and integrated in ways that support public safety, operational excellence, and modernized service delivery.

Requirements

  • Knowledge of program and project management principles, governance practices, and risk management methods applicable to complex technology environments.
  • Skill in coordinating and leading cross-functional teams, including the ability to align business, technical, and vendor stakeholders toward shared outcomes.
  • Skill in written and verbal communication with the ability to tailor messaging for executives, oversight bodies, technical staff, and business partners.
  • Skill in negotiation, facilitation, and conflict resolution, with the ability to build cooperative relationships and maintain productive engagement.
  • Skill in Microsoft Office and program/project management tools, including the ability to produce clear documentation, reports, and visualizations.
  • Strong organizational and planning skills.
  • Strong analytical and problem-solving ability, including evaluating alternatives, prioritizing competing needs, and supporting data driven decision-making.
  • Ability to develop and interpret program plans, budgets, roadmaps, and performance metrics to guide strategic and operational decision-making.
  • Ability to manage multiple priorities, maintain accuracy, and ensure adherence to standards and policies.
  • Ability to support organizational change management efforts, including user readiness, adoption strategies, and communication planning.
  • High emotional intelligence and sound judgement, including adaptability, situational awareness, and the ability to maintain professionalism in sensitive or high-impact environments.
  • Considerable experience leading complex technology programs or large, multi-disciplinary initiatives, demonstrating the ability to coordinate resources, manage scope, and oversee delivery across business and technical domains.
  • Demonstrated experience managing at least one project with a budget of $10 million or more, with direct responsibility for project oversight, coordination, and delivery.
  • Experience working with vendors, including responsibility for procurement support, evaluation activities, and contract performance oversight.
  • Experience planning and managing program or project budgets, interpreting financial information, and supporting financial decisions for large-scale initiatives.
  • Project Management Professional (PMP) certification required.
  • Graduation from high school or equivalent.

Nice To Haves

  • Experience in public sector or law enforcement IT projects preferred.
  • Commonwealth IT Project Manager qualification preferred; willingness to obtain qualification required.
