About The Position

Under administrative direction, manage the IT Project Management Office (PMO) and oversee the execution of the IT portfolio project management and governance framework. This role involves critical project management on IT program initiatives, facilitating intakes for new project requests, and working with project sponsors, business stakeholders, and IT managers to ensure business cases and project charters are appropriately documented and meet project standards. The officer will execute IT projects through the project management framework to deliver business value, use industry best practices for continuous process improvement within the IT PMO, and analyze project proposals to determine time frame, funding limitations, and appropriate processes. They will manage project risks and issues, implement risk mitigation plans, and lead project management teams. This includes accountability for IT portfolio processes such as IT planning, project methodology framework, and resource capacity management, ensuring project management standards and best practices are executed across the IT project portfolio. The role also involves providing leadership and motivation to project team members, conferring with project staff, ensuring project goals are met on schedule and within budget, evaluating projects for intended goals, quality standards, and stakeholder expectations, and identifying ways to improve project outcomes. Additionally, the position involves supervising assigned staff, including scheduling, assigning, instructing, guiding, checking work, appraising performance, conferring on system problems, providing training and development, enforcing personnel rules, counseling, motivating, and recommending personnel actions.

Requirements

  • Bachelor’s Degree or higher in Computer Science, Management Information Systems, Business Administration or related field
  • Six (6) years performing progressively responsible project management of large-scale systems within an Information Technology (IT) environment
  • Two (2) years in a multiple-project supervisory capacity
  • Texas Class "C" Driver's License or equivalent issued by another state.
  • Project Management Professional (PMP) certification from the Project Management Institute within 6 months of appointment.
  • Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check within the first six months of hire and maintain CJIS eligibility.
  • Applicants must not have a record of felony convictions, felony deferred adjudication, Class A & B misdemeanor deferred adjudication, Class B misdemeanor convictions, an open arrest for any criminal offense (Felony or Misdemeanor), and family violence convictions.

  • Applicants with foreign diplomas, transcripts, and degrees must have all documents translated and evaluated by an agency of the National Association of Credential Evaluation Services (NACES) prior to submitting them to the Human Resources Department.

Responsibilities

  • Appraise employee performance and review evaluations by subordinates.
  • Confer with department staff on system problems and corrective action and include other department personnel as needed.
  • Provide for training, and development; enforce personnel rules and regulations and work behavior standards firmly and impartially.
  • Counsel, motivate and maintain harmony.
  • Recommend hiring, termination, transfers, discipline, and other employee status changes.
