About The Position

This position will be located at the Department of Employment, Training and Rehabilitation (DETR) either in Carson City or Las Vegas, depending on the candidate chosen. The incumbent will be a member of DETR's Information Systems and Applications (ISA) team which is responsible for developing and maintaining various software applications as well as web sites used by the department. Under general supervision, the incumbent will work as a software developer and web designer to help maintain existing applications and websites and also create new applications to meet business needs. DETR's applications are based on various platforms and architectures including Microsoft .NET, Oracle and Java. DETR is looking for software developers proficient in programming with C#, PL/SQL, PostgreSQL, Python, PHP, REST API, Oracle APEX and Visual Studio. For Web Design, DETR uses tools such as WordPress, Dream Weaver, CSS, HTML and Google Analytics, and Graphic Design tools such as Adobe Photoshop, Illustrator and InDesign. Ideal candidates will have experience in one or more of these tools and technologies and will also possess experience in all stages of the Software Development Life Cycle (SDLC).

Requirements

  • Bachelor's degree from an accredited college or university in computer science, management information systems, or closely related field and two years of professional IT experience relevant to the duties of the position which may include computer operations, systems administration, network administration, database administration, applications analysis and development, and/or information security; OR two years of experience as an IT Professional I in Nevada State service; OR four years of relevant technical experience as an IT Technician IV or above in Nevada State service; OR an equivalent combination of education and experience as described above.
  • Proficiency in programming with C#, PL/SQL, PostgreSQL, Python, PHP, REST API, Oracle APEX and Visual Studio.
  • Experience with web design tools such as WordPress, Dream Weaver, CSS, HTML and Google Analytics.
  • Experience with graphic design tools such as Adobe Photoshop, Illustrator and InDesign.
  • Experience in all stages of the Software Development Life Cycle (SDLC).
  • Working knowledge of at least one general purpose programming language.
  • Working knowledge of basic programming techniques such as table handling and on-line file updates.
  • Working knowledge of principles, tools and techniques as applied to writing, modifying, and documenting programs.
  • Working knowledge of techniques of diagramming program flow.
  • General knowledge of access methods and file structures.
  • General knowledge of at least one formal systems design methodology.
  • General knowledge of principles of designing test procedures.
  • General knowledge of principles, practices and procedures required to develop, design, and implement information system-based solutions in a wide range of problem domains.
  • Ability to decompose problems into constituent parts.
  • Ability to interview users to identify needs.
  • Ability to make decisions and use independent judgment (independently choose appropriate action after reviewing alternatives).
  • Ability to test and validate systems.
  • Valid driver's license is required.

Responsibilities

  • Conduct detailed alternative analyses and determine end-user requirements through consultation with end-users, technicians, vendors, management, and others.
  • Maintain documentation related to the assigned IT specialization’s architecture, operations, and other records of work activities as required.
  • Maintain current knowledge of technological trends and advancements in the IT field as well as security management practices, laws, policies, and ethics.
  • Participate in recommending and justifying resource allocations and expenditure decisions, tracking, and recording expenditures, preparing purchase requests, and writing technical requirements for grant proposals.
  • Perform related duties as assigned.
  • Under general supervision, incumbents perform journey level duties and may serve as a lead worker to lower-level IT staff as assigned.
  • This is a supervisory level for the Computer Operations function.
