About The Position

Cybermedia Technologies (CTEC) is seeking an experienced IT Portfolio & Service Delivery Manager to provide strategic leadership and subject matter expertise in IT service delivery, portfolio governance, investment planning, and modernization initiatives supporting a federal customer. This role serves as a trusted advisor to Government leadership, helping align technology investments, operational priorities, and resource allocation with mission objectives. The IT Portfolio & Service Delivery Manager will oversee the full lifecycle of the organization's IT portfolio, from strategic planning and investment analysis through operational execution, performance management, and governance. The successful candidate will support executive decision-making by assessing portfolio performance, evaluating budget and resource considerations, developing decision-ready recommendations, and communicating key insights to stakeholders. This position is responsible for establishing and managing processes for work intake, prioritization, governance, and service delivery oversight to ensure new initiatives and operational activities are aligned with organizational goals and available resources. The role will collaborate closely with Government leadership, technical teams, and stakeholders to improve transparency, accountability, and the effectiveness of IT investments while supporting ongoing modernization efforts. In addition to supporting client delivery, this individual will play a key leadership role within CTEC by helping expand and mature the company’s capabilities in IT service delivery, portfolio management, governance, and modernization. The selected candidate will contribute to the development of methodologies, best practices, reusable frameworks, and thought leadership that strengthen CTEC’s market position and delivery excellence. They will also support business growth initiatives by identifying emerging client needs, shaping innovative solutions, contributing to proposals and capture efforts, and helping develop new service offerings that address evolving customer challenges. As a senior member of the delivery team, the selected candidate will help drive operational excellence, continuous improvement, and customer success by fostering strong stakeholder relationships, promoting data-driven decision-making, ensuring the delivery of high-quality services and outcomes, and mentoring colleagues across the organization. This role offers the opportunity to influence both mission outcomes for federal clients and the strategic growth of CTEC’s service portfolio.

Requirements

  • A minimum of fifteen (15) years of Federal IT portfolio management and investment management experience supporting governance, strategic planning, modernization, and acquisition-related operations in complex environments.
  • Proven leadership of enterprise IT portfolio management efforts, including management of multiple concurrent projects and providing senior advisory support across Federal agencies.
  • Direct experience implementing platform-based and customized PMO technical solutions, integrating financial and operational data, and developing dashboards for executive decision support.
  • Extensive background in Federal CFO Act Agency CIO portfolio governance, FITARA support, and IT investment oversight.
  • Prior experience supporting CBP OIT, demonstrating institutional knowledge and a detailed understanding of OIT’s role and the expectations of its customers within CBP.
  • Project Management Institute (PMI) Project Management Professional (PMP) certification.
  • An active DHS CBP clearance is preferred; the ability to obtain and maintain a DHS clearance is required.
  • Demonstrated success in modernization planning, budget integration, and process automation.
  • Must be able to communicate effectively, both orally and in writing.

Responsibilities

  • Provide senior advisory support on Federal IT portfolio management, including governance, strategic planning, modernization, Capital Planning and Investment Control (CPIC), and Technology Business Management (TBM).
  • Support Federal CIO governance, FITARA compliance, and IT investment oversight.
  • Establish and execute the formal intake process for all new work requests.
  • Perform and oversee the thorough assessment of each request's applicability to strategic goals, and ensure the accurate dissemination of work to the appropriate internal teams for execution.
  • Coordinate with Government personnel in the assignment and prioritization of requested work.
  • Lead the implementation of PMO technical solutions, integrating financial and operational data into dashboards for executive decision support.
  • Drive process automation and the development of repeatable operating procedures to improve transparency and efficiency.
  • Provide supervision and instruction to contractor personnel performing portfolio and intake duties, ensuring that work progresses on schedule and that all deliverables are submitted as required.
  • Apply extensive knowledge of CBP OIT financial management practices to support the allocation of funding across large investment portfolios.
