About The Position

Agile Defense is seeking a skilled IT Portfolio Management (PfM) Analyst to support a federal law enforcement agency. The role involves evaluating IT project requests, assessing value and risk, prioritizing technology onboarding, and managing IT investments. The ideal candidate will have strong communication skills, IT acumen, knowledge of federal budgeting, and a desire to learn. Previous experience in fast-paced environments with demanding clients is preferred.

Requirements

  • Bachelor’s Degree required.
  • Minimum of 10 years of consulting, directly relevant industry experience, and/or educational training in related fields.
  • Minimum of 4 years of experience in an IT-related position with exposure to a variety of disciplines and roles (e.g., IT operations, security, application/system development and deployment).
  • Knowledge of federal cost benefit analysis methodologies including Business Process Analysis (BPA), and Business Case Analysis (BCA), and Analysis of Alternatives (AoA).
  • Working knowledge of federal compliance and security frameworks including Information Technology Acquisition Requests (ITAR) and Supply Chain Risk Management (SCRM).
  • Expert proficiency with Microsoft Office Suite – Excel, Word, PowerPoint, and Visio.
  • Ability to multi-task, prioritize work streams appropriately, and manage multiple IT projects with different needs, scopes, and deadlines.
  • Customer-service focused with ability to speak business and IT processes fluently and navigate IT processes to efficiently resolve business requests.
  • Ability to translate IT business needs and requirements into dollars for use in cost projections of a project.
  • Strong verbal and written communication skills across all levels (users, stakeholders, leadership, and vendors), including ability to articulate key information to a large audience and derive logical recommendations/conclusions.
  • Relationship builder with the flexibility and finesse to “manage by influence.”
  • High energy, maturity, and natural curiosity with the ability to serve as a thought leader for IT operational discussions at strategic and tactical levels.
  • Conduct requirements elicitation, translate IT processes and jargon into layman’s terms for executive briefings, ITIM BCA presentations, and training material.
  • Perform complex pivot functions (tables/charts), VLOOKUPs, data/trends analysis, and other intermediate-to-advanced Excel functions.
  • Ability to translate one set of information into multiple different tailored messages according to the audience or use case.
  • Public Trust clearance, must have ability to obtain a clearance.

Nice To Haves

  • PMP, CSM, and/or ITIL certifications.
  • Proficient in project/portfolio management to align programs, projects, and operations to realize organizational strategic goals.
  • Ability to develop holistic, enterprise-level approaches that may require a reimagining of the way IT services are delivered.
  • Knowledge of the federal budget process including Capital Planning and Investment Control (CPIC), Technical Business Management (TBM) Framework, the Federal Information Technology Acquisition Reform Act (FITARA), the Procurement Life Cycle, Federal Acquisition Regulations (FAR), and the Federal Risk and Management Program (FedRAMP) with practical application of Folio for Office of Management and Budget (OMB) financial reporting and investment management.
  • Working knowledge of IT equipment, enterprise applications, networking concepts, database and commercial of the shelf (COTS) software, cloud platforms (PaaS, IaaS, SaaS, etc.), and IT infrastructure functionalities.
  • Understanding of IT requirements (ATOs and ATUs).
  • MS PowerApps, Power BI, and/or expert Excel skills.
  • Previous experience working in a fast-paced environment with tight deadlines and demanding customers is desired.

Responsibilities

  • Execute the activities of the ITIM program to enable efficient and best-value IT investment decisions for the USMS.
  • Assist customers with IT investment requests by recommending suitable IT products/solutions and determining budgetary resources.
  • Collaborate with end-users, stakeholders, and IT SMEs to create Business Case Analyses (BCA) and Business Process Analyses (BPA).
  • Elicit requirements, create 'as-is' and 'to-be' process maps, streamline processes, improve information access, and define business and technical requirements.
  • Redesign business processes to eliminate pain points, improve productivity, decision-making, and asset/resource utilization.
  • Conduct market research, Analyses of Alternatives (AoA), and compare IT products/solutions, including cost-benefit analyses, risk assessments, implementation schedules, and feasibility.
  • Provide thought leadership to help clients rethink their work processes for improved customer service, information accessibility, and reduced operational costs.
  • Assist project stakeholders with solicitation requirements and transitioning projects to the agency’s System/Software Development Lifecycle (SDLC) and/or the Office of Procurement.
  • Ensure USMS compliance with Department of Justice (DOJ) policies and federal regulations regarding IT investments.
  • Manage the agency’s Capital Planning and Investment Control (CPIC) activities.
  • Ensure the IT investment budget process is followed per OMB requirements, adapting to new regulations like DOJ ITAR and C-SCRM.
  • Identify areas for cost reduction by addressing duplicative spending and exploring modernization or service sharing opportunities.
  • Compose budget requests, including cost-benefit analyses, for DOJ’s President Budget Request to Congress.
  • Manage the cyclical replacement process for IT equipment.
  • Align IT investments with agency priorities and strategic goals, updating the portfolio of services.
  • Maintain the ITD Operating Plan Tool with accurate estimates for resource needs, schedules, and costs.
