About The Position

The Washington State Department of Corrections (DOC) is seeking an IT Policy & Planning Journey to play a vital role in maintaining the stability, reliability, and integrity of enterprise technology systems that support the agency’s mission to improve public safety by positively changing lives. In this role, you will coordinate changes to existing IT systems—including applications, networks, and data center environments—and assist with the successful deployment of new systems and functionality into DOC’s production environments. You will provide consultation and organizational support for high-risk, high-profile changes and releases, as well as strategic initiatives and enterprise-wide projects. Leveraging project management principles, technical expertise, and business knowledge, you will collaborate with diverse teams across DOC Information Technology to ensure changes are effectively planned, communicated, and implemented. Your work will help maintain secure and reliable systems while supporting innovation and operational excellence throughout the agency.

Requirements

  • High school diploma or equivalent AND Seven years of consultative, administrative, or supervisory experience in information technology analysis or IT Change & Release management OR Bachelor's degree in a related field AND Three years of consultative, administrative, or supervisory experience in information technology analysis or IT Change & Release management
  • Two years of performing Change or Release management activities for major department-wide, high-risk/high-impact, mission-critical changes
  • A combination of three years' experience in one or more of the following areas: Experience and knowledge of Release or Change Management principles, methodologies and tools, Supporting Release or Change Management within an IT Organization
  • Familiarity with project management approaches, tools and phases of the project lifecycle
  • Coordinating and leading cohesive workgroups, creating a cooperative and productive environment with open communications to develop and implement plans
  • Excellent communication skills – both written and verbal.
  • Facilitating discussions among stakeholders to find common ground for solutions among diverse interests.
  • Clearly and effectively communicating with Executive sponsors, Senior IT management, stakeholders, individuals and groups within the organization
  • Able to work effectively at all level in an organization
  • Developing plans and coordinate agency-wide implementation of new applications
  • Creating and/or maintaining the process documentation with an IT Organization
  • Developing and maintaining metrics for data analysis
  • Effectively mentoring others while carrying a workload

Nice To Haves

  • Project Management Professional (PMP) or similar certification.
  • ITIL Certification
  • Change Manager certification (CCMP)
  • Release Management certification (RCV)
  • At least one of the following professional Level-2 certification as defined by the Department of Defense 8570.01-M Information Assurance Workforce Improvement Program such as Security+, GSEC, SCNP or SSCP

Responsibilities

  • Serving as the coordinator for release management for all major department wide, high risk/high impact, and mission critical implementations
  • Supporting the implementation of IT releases into production while engaging with a diverse set of staff resources and stakeholders
  • Coordinating cohesive workgroups, creating a cooperative and productive environment with open communications to develop and implement plans
  • Coordinating deployment activities for releases through an established promotion path and into production
  • Tracking and suggesting Release and Development goals and objectives
  • Supporting the development and implementation of communication strategies
  • Serving as the IT Change Management coordinator for the Department
  • Reviewing Change Requests (CR) for completeness (including risk impact/likelihood, timing, implementation plan, validation plan, backout plan, resourcing, calendar review)
  • Gathering appropriate information for the CR as needed
  • Associating related Configuration Items (CIs) incidents, and services to the CR
  • Reviewing change plans, defines, and validates sequencing for implementations
  • Reconciling completed tasks to CRs
  • Conducting post-implementation reviews
  • Validating requester satisfaction
