About The Position

Under general supervision of the Finance Director, this position will ensure that the City's technology systems are operating properly by maintaining the City's software and hardware applications. This includes managing IT operations to meet departmental and user requirements as well as the support and maintenance of existing infrastructure, applications, software, and development of new technical solutions. The IT Manager will be responsible for oversight of IT Department staff, including third-party vendors providing IT services. The IT Manager in collaboration with the Finance Director oversees technical projects in alignment with organizational goals and directs the effective delivery of networks, infrastructure development, disaster recovery systems, and processes. This position is responsible for responding to occasional support issues after hours, on holidays, and weekends.

Requirements

  • Must successfully clear a drug screen and a background check, inclusive of FBI fingerprinting and background per NCIC/TCIC regulations.
  • Valid Texas driver's license, Class "C", required.
  • Must obtain Criminal Justice Information Services certification prior to employment.
  • Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, Network Engineering, or related field and five (5) years’ experience.
  • Application support experience with Microsoft applications, Office 365, and mainstream web browsers.
  • Working knowledge of a range of diagnostic utilities, including remote access, ipconfig, trace route, and virus/malware utilities and removal tools.
  • Extensive knowledge of network switches and routers, fiber optic networks, structured cabling, and network configuration management.
  • Knowledge of VOIP telephone systems.
  • Ability to work outside normal business hours when required.
  • Ability to demonstrate good prioritizing and problem-solving skills.
  • Ability to keep certifications current by attending training.
  • Demonstrates knowledge of State and Federal Guidelines regarding protected systems and data, specifically CJIS, PCI, PII, and HIPAA data and related systems.
  • Knowledge of MS SQL databases.
  • Ability to manage a helpdesk ticketing system.
  • Ability to conduct research into a wide range of computing issues is required.
  • Ability to present ideas in user-friendly, business-friendly, and technical language.
  • Highly self-motivated and directed.
  • Ability to be detail oriented, work accurately and efficiently in a timely manner.

  • Master’s Degree preferred.
  • Experience supporting municipal government operations, CJIS-regulated environments, public safety technology systems, critical infrastructure networks, and relevant certifications in both networking and cybersecurity, such as COMPTIA Network+, CompTIA Security+, Microsoft, or equivalent network/security certifications.

Responsibilities

  • Manages the day-to-day performance and delivery of information technology related activities and services.
  • Collaborates with departments to develop and maintain a technology plan that supports their needs.
  • Manages public safety systems, inclusive of software, radio, and associated network components.
  • Work with end users to provide competent, reliable, and effective support.
  • Perform, install, and monitor desktop, laptop and mobile device system updates, upgrades, and major package releases.
  • Provide telephone and on-site technical support.
  • Responsible for the ordering, acquisition, inventorying, and disposition of hardware and software.
  • Troubleshoots hardware and software issues and ensures issues are resolved efficiently.
  • Manages, leads, and helps develop the IT staff. Provides continuous supervision, conducts periodical and ad-hoc performance appraisals, and delegates work assignments for all IT personnel.
  • Oversee the development, design, and implementation of new applications and changes to existing computer systems and software packages.
  • Maintains and is responsible for the integrity and continual operation of the IT network including the wireless networks.
  • Identify procedural and/or operations gaps and work with management to introduce corrections as necessary.
  • Maintains and is responsible for the security and privacy of the information systems, communication lines, and equipment through regular backups, antivirus installations, system updates and enforcement of the City’s cybersecurity policies and procedures.
  • Regularly evaluate the systems to find any potential risks, vulnerability and improvement opportunities.
  • Log all service tickets and update tickets as needed to resolve them efficiently.
  • Responsible in overseeing that new employees are up and running on the software they need to complete their assigned duties and/or tasks.
  • Responsible for overseeing that all employees no longer employed are properly and efficiently removed from all City access.
  • Responsible for issuing and recovering all necessary devices.
  • Maintains abreast of all updates to the City’s computer systems, technology, software and ensures regulatory compliance as necessary.
  • Provide technical support, information, and assistance to system users for hardware and software operation and related issues.
  • Work with and assist third party vendors to help support application, operations, and networking needs.
  • Assist in administration of Active Directory accounts and controlling access to city assets.
  • Maintain and administer email and Microsoft applications.
  • Perform management sanctioned and approved audits of software and hardware to ensure legal and regulatory compliance.
  • Maintain awareness of new technologies and advances in the profession; read professional literature; attend workshops and training sessions as appropriate.
  • Maintain an accurate inventory of all Servers, PC’s, Laptops, Tablets, Mobile Devices, Printers, and Scanners.
  • Assist third-party in conducting general application administrative tasks on city servers.
  • Document all work-related activity and facilitate best practices for customer service support.
  • Serve as department contact for service, regardless of assigned application system(s) issues.
  • Contributes to the development of objectives, policies, strategies, and long-term and annual plans for the IT Department to support the delivery of high quality and necessary services to the City.
  • Develop and maintains departmental standards, procedures, and documentation.
  • Ensures safe work practices for the IT Department.
  • Comply with all city policies and procedures.
  • Adhere to assigned work schedule as outlined in city and department attendance policies and procedures.
  • Communicate effectively, taking into consideration end user technical literacy and skill level.
  • In collaboration with the Finance Director, is responsible for the department’s overall budget.
  • Assist in analysis and budgeting related to the technology replacement fund.
  • Perform other related duties as assigned.
