About The Position

The IT Financial Operations Supervisor is responsible for managing the Court Technology Services (CTS) financial operations. In partnership with Judicial Branch Finance, the Chief Information Officer, and internal/external parties, coordinates CTS budget management, identification of expense reduction opportunities, and financial management of the IT portfolio. This role is responsible for strategic sourcing and vendor relationship strategies, including recommending, evaluating, and managing vendor partnerships. This role focuses on financial analysis and using strategic sourcing principles in the procurement process, vendor contract oversight, performance relationship management, and risk management, considering each factor that influences a vendor’s overall value to maximize value and minimize risk. Further, in partnership with Judicial Branch Procurement, they assist with articulating and negotiating service level agreements, and assist with the development of RFIs, RFPs, and business cases. They also work with asset management to ensure appropriate maintenance/use of inventory and allocation/distribution of products.

Requirements

  • Bachelor's degree in finance, business administration, or a related field.
  • At least three (3) years performing a broad range of financial and business operational tasks which may include data analysis, budget administration, asset/inventory management, process optimization, and vendor relationship coordination.
  • OR Combined education and experience qualifications: An equivalent combination of post-secondary education or job-related experience may substitute on a year-for-year basis
  • Knowledge of: The information technology environment.
  • IT infrastructure domains including data centers, network/ communications, server utilization, virtual environments, storage, and application development.
  • Demonstrated business acumen.
  • Data analysis, budget administration, asset/inventory management, process optimization, and vendor relationship coordination
  • Skill in: Financial analysis and financial reporting tools.

Responsibilities

  • Collaborates with Judicial Branch Finance to coordinate the IT-wide budget process; analyzes and prepares IT budget and develops proposals with supporting documentation and justification (i.e., capex, opex, etc.).
  • Monitors contract budget performance, identifying variances and recommending corrective action as needed.
  • Allocates costs across departments as dictated by management agreements, contracts, Branch Finance, etc.
  • Compiles and distributes regular and ad hoc financial status reports.
  • Develops integrated financial projections, reports, and presentations.
  • Analyzes reports to identify cost trends and perform risk assessments; presents findings to management.
  • Analyzes financial performance against key business metrics and documents pertinent financial highlights that will enable management to determine progress against budgets.
  • Collaborates with IT Leaders and Branch Finance on IT Total Cost of Ownership, financial metrics, and cost transparency initiatives.
  • Collaborates with Branch Procurement in developing and implementing an external partnership strategy to guide procurement efforts.
  • Partners with Branch Procurement to evaluate and determine the most cost-effective and efficient means of sourcing, acquiring, and delivering IT products and services.
  • Collaborates with Branch Procurement in the exploration of sourcing options to find vendors that can potentially provide benefits according to IT’s skill gaps.
  • Examines each sourcing option's risk in terms of its potential business impact and the ease with which the risk can be mitigated.
  • Assists in developing strategic recommendations on what should be in-sourced and what should be outsourced based on the IT and business strategic direction.
  • Evaluates benchmarks and other monitoring tools to recommend appropriate IT vendors for IT products or services.
  • Recommends and justifies strategic sourcing initiatives and supplier enablement initiatives by conducting spend analysis.
  • Facilitates meetings with customers and Branch Procurement to develop statements of work (SOWs) for use by Procurement in the issuing of requests for information (RFIs), requests for quotations (RFQs) and requests for proposal (RFPs).
  • Collaborates with Branch Procurement on the development of service-level agreements for contracts that support business objectives and ensures that SLAs are aligned to market best practices.
  • Partners with Branch Procurement to solicit, receive and analyze proposals, quotations and tender submissions and recommends selection of suppliers in accordance with policies and legal compliance.
  • Assists in reviewing supplier selection recommendations made by Branch Procurement to ensure compliance with internal customer requirements.
  • Collaborates with Branch Procurement to develop governance process frameworks for interactions and integration with the different vendor(s).
  • Maintains a contract management database that contains all contracts.
  • Reviews vendor performance with governance team.
  • Creates the governance procedures to continuously coordinate and integrate the teams of vendor management, IT Delivery, and asset management.
  • Partners with Branch Procurement in managing the relationship between IT vendors and the Judicial Branch of Arizona in Maricopa County.
  • Serves as a point of contact for vendor related initiatives and issues.
  • Conducts regularly scheduled meetings with assigned vendors
  • Interfaces with Engineers, Delivery/Service managers, legal team, Branch Finance, and vendors to ensure understanding and accomplishment of organizational goals.
  • Facilitates requirement setting and prioritization for the vendors.
  • Monitors & analyzes vendor performance and partner relationships according to established sourcing & vendor management program.
  • Establishes common goals between key IT stakeholders and vendors and drives communication between both sides.
  • Communicates with cross-functional teams, providing guidance to staff and contractors regarding budget/financial/asset management and planning.
  • Provides insight into vendor qualifications to support business requirements.
  • Develops reporting and analytics to manage performance standards on existing vendors.
  • Resolves complex and sensitive work issues.
  • Assists management with special projects.
