This opportunity resides with Warfare Systems (WS), a business group within HII’s Mission Technologies division. Warfare Systems comprises cyber and mission IT; electronic warfare; and C5ISR systems. HII Mission Technologies is seeking an experienced candidate to join our team in Springfield, VA as a IT Enterprise Governance Manager. In this role you will develop, implement, and sustain the organization’s IT enterprise governance framework to ensure technology initiatives align with strategic priorities, funding constraints, and mission objectives. You will translate organizational goals into structured governance methodologies, policies, and processes that promote consistent decision-making, transparency, and effective oversight across the IT portfolio. You will also contribute to an IT portfolio management strategy encompassing CIO programs, core services, and mission-specific capabilities. You will collaborate with cross-functional stakeholders to proactively manage governance and portfolio issues, identify performance metrics, and analyze operational and portfolio results to recommend improvements.

Requirements

  • 10+ years experience in IT Enterprise Governance, architectural frameworks (i.e., DoDAF, etc.), or project, program, or portfolio management
  • Demonstrated proficiency and expertise in the following: Developing and implementing strategic solutions that address complex business and technical concerns
  • Leading and facilitating technical and cultural changes across large teams/organizations
  • Managing multiple simultaneous initiatives while ensuring high quality solutions are delivered on time and within budget
  • Developing, implementing, and maintaining technical documentation such as processes, procedures, policies, workflows, roadmaps, project plans, etc.
  • Identifying and documenting functional and technical requirements to support the transformation and effective design of business/technical processes
  • Excellent communication skills, both written and verbal, and skilled in presenting technical concepts to senior leadership/executive management
  • TS/SCI clearance required with ability to obtain CI Poly
  • Must meet DoD 8140/CSWF for 804-Intermedediate or be willing to obtain the appropriate credential within 6 months

Nice To Haves

  • Formal training or vendor certifications such as PMP, PgMP, ServiceNow Certified System Administrator (CSA), (CIS-ITSM), ITIL V4 Master, Certified Scrum Master, CISM, CISSP, SecurityX, or similar credentials.

Responsibilities

  • Assisting in the development, implementation, and synchronization of the overarching OCIO enterprise governance framework
  • Building and implementing a scalable and sustainable governance methodology based on the organization's requirements, priorities, funding, and impact towards objectives
  • Developing policies, processes, and procedures for major governance support functions, for example: milestone documentation and criteria, review gates, decision board functions, etc.
  • Developing and maintaining and IT requirements management process to ensure delivered solutions meet the criteria set forth by the customer
  • Providing recommendations towards and IT Portfolio Management strategy that encompasses CIO project/program initiatives, core services, and special mission capabilities
  • Collaborating with cross-functional IT stakeholders to proactively manage and address IT governance and portfolio issues
  • Identifying and analyzing metrics to evaluate and report on organizational and portfolio performance; provides recommendations for improvement as identified
  • Documenting and maintaining standard processes, procedures, and policies in support of developed methodologies, strategies, and frameworks
