About The Position

This position is being recruited in support of a current proposal opportunity and is contingent upon Quivera Enterprises being awarded the contract. Wichita Tribal Enterprises (WTE), a Quivera Enterprises subsidiary, is seeking an experienced IT Documentation Specialist to support Indian Affairs (IA) and Office of Information Technology (OIT) programs and initiatives. The IT Documentation Specialist develops, reviews, edits, and maintains technical documentation supporting these programs and initiatives. Working with the Federal Task Lead, project teams, and subject matter experts (SMEs), the Specialist translates complex technical information into clear, accurate, and audience-appropriate materials. This position is responsible for the quality and consistency of assigned documentation and ensures deliverables meet applicable task order requirements, performance standards, templates, and organizational guidelines.

Requirements

  • Minimum of four (4) years of experience developing documentation, reports, manuals, and related materials for IT programs or projects.
  • Technical writing experience, including drafting, reviewing, editing, proofreading, and formatting technical deliverables.
  • Excellent written communication skills with strong knowledge of English spelling, grammar, composition, and usage.
  • Proficiency with Microsoft Office products and experience performing document editing, formatting, and correction activities.
  • Demonstrated ability to evaluate documentation for quality, clarity, accuracy, completeness, consistency, and compliance.
  • Familiarity with IT project management processes and related documentation, including: System Development Life Cycle (SDLC) documents and templates.
  • Familiarity with Federal Enterprise Architecture (FEA).
  • Familiarity with Capital Planning and Investment Control (CPIC).
  • Familiarity with Risk management.
  • Familiarity with IT security management.
  • Familiarity with federal IT management laws, regulations, and processes, including the Clinger-Cohen Act of 1996, E-Government Act of 2002, and Federal Information Security Modernization Act (FISMA).
  • Ability to interview subject matter experts and translate complex technical information for nontechnical audiences.
  • Proven ability to manage competing priorities and meet assigned schedule, quality, and performance requirements.
  • U.S. Citizenship Required.
  • Must have the ability to obtain and maintain the Government security clearance and/or suitability determination required for the position.
  • Must meet all applicable federal contract requirements.

Nice To Haves

  • Experience supporting federal government agencies or federal IT programs.
  • Experience supporting the U.S. Department of the Interior (DOI) and/or Indian Affairs (IA).
  • Experience developing content for knowledge management systems, service centers, or online knowledge libraries.
  • Experience creating technical diagrams using Microsoft Visio or comparable tools.
  • Active Government security clearance.

Responsibilities

  • Develop, review, edit, format, and maintain standard operating procedures (SOPs), memoranda, design documents, requirements documents, reports, manuals, templates, and email notifications.
  • Prepare user manuals, online knowledge center content, SOPs, online help, getting-started guides, quick-reference materials, and training materials.
  • Translate complex technical information into clear content for audiences with varying levels of technical knowledge and experience.
  • Interview subject matter experts and technical personnel, organize the information collected, and document it in language understandable to nontechnical audiences.
  • Develop and maintain content for the IA Service Center knowledge library and other approved knowledge repositories.
  • Create technical models and visual artifacts, including architecture diagrams, entity-relationship diagrams, component models, sequence diagrams, and flowcharts.
  • Review documentation for technical accuracy, completeness, consistency, readability, grammar, and compliance with approved standards.
  • Apply approved document templates, style guides, version-control practices, and quality-assurance procedures.
  • Coordinate document reviews, incorporate stakeholder comments, resolve inconsistencies, and prepare final deliverables.
  • Develop professional, accessible, and easy-to-use materials that improve knowledge transfer, training, product adoption, and the customer experience.
  • Track assigned activities and deliverables to ensure schedule, quality, and performance requirements are met.
