About The Position

The IT Data Specialist II – eDiscovery role is part of the District’s Litigation Support Unit. The primary function is to modify and manipulate files for use with COTS (Commercial Off-The-Shelf) products and litigation support applications. This includes ensuring incoming case material adheres to ESI (Electronically Stored Information) specifications, notifying relevant parties of any deficiencies, and ensuring all exports for productions meet ESI specifications or the requirements of the requesting party. The role involves tracking discovery intake, managing the Discovery Log, handling file manipulation, loading, conversion services, creating and modifying files for upload, and performing individual file conversions. Responsibilities also include receiving and processing various electronic file formats, converting audio/video files for production or trial presentation, and performing quality assurance on all electronic file processing services. Requirements

  • Must be able to obtain a DOJ MBI (U.S. citizenship required).
  • Requires knowledge of litigation discovery process, and the Electronic Discovery Reference Model (EDRM) workflow.
  • Working knowledge of personal computers, including Windows, document review software, and encryption methods.
  • Experience with LAW, IPRO, Relativity or other document processing platform.
  • At least two years’ experience performing eDiscovery roles including but not limited to electronic files processing (EFP), image and data file conversion, data culling using review tools, quality assurance, database loads and retrieval, and data analysis.
  • Ability to perform quality control analysis and report any issues with the data.
  • Ability to work in a deadline driven, fast-paced environment.
  • Excellent attention to detail, and ability to perform tasks accurately and quickly.
  • Customer-focused, congenial, professional attitude for working on site with government clients.
  • eDiscovery experience and demonstrated ability to manage multiple tasks simultaneously, similar to the duties and responsibilities described.

Nice To Haves

  • Knowledge of Government’s IT environment, including office automation networks, PC and server-based applications preferred.
  • Familiarity with ICONECT, Relativity, MS Office Suite, and West LiveNote valued.
  • Undergraduate degree preferred-preferably in computer science or related field.
  • Coursework in technical disciplines (programming/scripting, systems administration, and database management)
  • Analytical and problem-solving skills are a plus.

Responsibilities

  • Performs file manipulation, loading, conversion services, database indexing, and quality checks of loads.
  • Develops, evaluates and modifies methodologies and procedures for manipulating files for use with COTS products and litigation support applications.
  • Responsible for ensuring that incoming productions are made pursuant to the applicable ESI specifications and when deficiencies are found, provides Senior Data Specialist with detailed notice of deficiencies.
  • Performs advanced tasks related to exporting data from contractor and DOJ databases, including: identifying data for export, confirming redactions and other markups, ensuring that exports comply with applicable ESI specifications, and quality check of exported data.
