About The Position

The Defense Finance and Accounting Service (DFAS) seeks an IT Cybersecurity Specialist to support its mission of leading the Department of Defense in finance and accounting by delivering efficient, high-quality pay and financial information. The role develops and deploys IBM Cognos reports, interactive dashboards, and active reports; builds and maintains metadata models using Framework Manager and Data Modules; and troubleshoots Cognos processes and environments. The specialist collaborates with developers to deploy Cognos objects in accordance with DFAS and IBM best practices, serves as a subject matter expert on Cognos installation, upgrades, and troubleshooting, and uses security procedures to protect the Cognos environment from unauthorized intrusion. The work also involves foundational knowledge of SQL, relational databases, Windows Server, and IIS. The position may require access to classified information and a favorable security determination. It is subject to DoD 8140 qualification requirements, including completion of Foundational Qualifications within 9 months and Residential Qualification requirements within 12 months. The position may be permanent or term, with a full-time or part-time schedule. Telework depends on mission requirements and supervisory determination; travel is seldom. Moving expenses will be paid.

Requirements

U.S. citizenship.
Background investigation and suitability for federal employment.
Meet applicable Selective Service registration requirements.
Complete DoD 8140 Foundational Qualifications within 9 months and Residential Qualification requirements within 12 months.
Obtain and maintain a favorable security determination; the position may require a secret clearance or higher and access to classified information.
Demonstrate IT-related experience in attention to detail, customer service, oral communication, and problem solving.
For GS-12 entry, one year of specialized experience equivalent to GS-11 in the federal service, including experience as an IBM Cognos Developer administering Cognos environments and developing reports, dashboards, data models, and related business intelligence solutions.
Foundational knowledge of SQL, relational databases, Windows Server operating systems, and basic web server technologies such as IIS.
Education is not substitutable for specialized experience at this grade level.

Responsibilities

Develop and deploy Cognos reports, interactive dashboards, and active reports.
Build and maintain metadata models using Framework Manager and Data Modules.
Troubleshoot and resolve failing processes using advanced Cognos report development and deployment knowledge.
Collaborate with developers to deploy Cognos objects according to DFAS and IBM best practices.
Serve as a subject matter expert on Cognos installation, upgrades, and troubleshooting.
Apply security procedures to protect the Cognos environment against unauthorized intrusion.
