About The Position

The Virginia Information Technologies Agency (VITA) is seeking an IT Contingent Labor and Research Services Category Manager for the Statewide Sourcing & Category Management Division. This role is responsible for implementing a category strategy to maximize the Commonwealth’s purchasing power and value across a portfolio of 10 contracts exceeding $400M in annual spend. The program supports the acquisition of IT staff augmentation (contractors) and IT consulting resources, as well as IT, legal, investigative, and business risk research services. The position requires strategic planning, enterprise program management, governance, complex IT contract management, supplier relationship management, policy development, and leadership in sourcing projects and contract negotiations. The ideal candidate will be innovative, solution-oriented, possess strong analytical skills for data-driven strategies, identify cost-savings and procurement efficiencies, and effectively manage contracts using e-procurement systems. The role demands the ability to communicate across all organizational levels, including senior executives, and to strategically manage all aspects of the category with consistency, sound judgment, and integrity, ensuring compliance with the Virginia Public Procurement Act.

Requirements

  • Considerable experience in a procurement, contract management, or project management organization or within the staffing/consulting industry.
  • Considerable experience in strategic planning, including applying data to create business strategies and drive positive business outcomes.
  • Considerable experience in the formation, negotiation, management of high-value, complex IT contracts or managing complex IT projects.
  • Considerable experience establishing and managing effective business relationships and implementing and supporting change management with critical suppliers, stakeholders, or customers.
  • Considerable experience in developing, implementing, interpreting, or applying policies, procedures, state laws or other governance frameworks.
  • Experience meeting deadlines.
  • Must be innovative and solution-oriented to address complex issues.
  • Must have strong analytical skills to create data-driven business strategies.
  • Ability to communicate within levels of an organization, including senior executives.
  • Ability to independently and strategically manage all aspects of the programs and contracts in this category with consistency, sound judgement, and integrity.
  • Ensures compliance with Virginia Public Procurement Act and other related legislation and policy.

Nice To Haves

  • Experience in independently and strategically managing an enterprise IT governance program.
  • Experience in developing training content and delivering training in front of large audiences.
  • Experience interacting with senior-level executives and members of the Governor's administration.
  • Working knowledge of the Virginia Public Procurement Act.

Responsibilities

  • Implement a category strategy to maximize the Commonwealth’s purchasing power and value in a portfolio of 10 contracts representing over $400M in annual spend.
  • Support acquisition of IT staff augmentation (contractors) and IT consulting resources.
  • Manage research services contracts for IT, legal, investigative, and business risk research services.
  • Perform strategic planning; enterprise program management; enterprise governance and oversight.
  • Manage complex IT contracts and supplier relationships with critical suppliers.
  • Develop, revise, and enforce policies.
  • Serve as a key stakeholder in complex sourcing projects.
  • Lead complex contract negotiations.
  • Engage with industry and customers.
  • Manage communications, training, and change management.
  • Identify opportunities for cost-savings and leverage Commonwealth spend to obtain best value.
  • Identify process efficiencies.
  • Increase the utilization of statewide IT contracts across executive branch and public bodies.
  • Proactively identify similar business needs across executive branch agencies to develop statewide contract strategies.
  • Utilize e-procurement, contract management and sales reporting systems to effectively manage contracts.
  • Communicate within all levels of an organization, including senior executives.
