About The Position

Join the Oregon Public Defense Commission (OPDC) as an IT Business Analyst (Limited Duration) and play a key role in shaping technology solutions that support critical public defense services across the state. As part of the OPDC Information Technology team, this position provides technical analysis and expertise by leading requirements management efforts—eliciting, analyzing, and documenting current and future business processes and system needs to drive effective, user-centered solutions. You’ll collaborate with stakeholders across the agency to translate complex business challenges into actionable IT strategies that improve service delivery and operational efficiency. Requirements

  • A bachelor’s degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and two (2) years of professional-level evaluative, analytical, and planning work.
  • Any combination of experience and education equivalent to five (5) years of experience that typically supports the knowledge and skills for the classification.

Responsibilities

  • Conduct business analysis by interviewing stakeholders and facilitating meetings to understand, document, and improve existing OPDC IT-supported processes, systems, and procedures.
  • Analyze and map current workflows, ensure alignment with policies, and develop recommendations using Business Process Improvement (BPI) best practices.
  • Collaborate with OPDC IT, division leadership, and subject matter experts to define requirements, develop road maps, and implement improved service delivery models.
  • Prepare and present clear, plain-language reports with OPDC staff that summarize findings, recommendations, and key factors for leadership and external stakeholders, including the legislature.
  • Analyze organizational needs to identify communication opportunities and develop strategies that align messaging with agency goals.
  • Tailor communications to key audiences while improving collaboration and information flow across business areas.
  • Collaborate with OPDC project managers to define project scope, support budgeting, and ensure necessary resources are in place for successful delivery of services and digital solutions.
  • Develop project plans and tracking systems, monitor progress, and provide timely updates while managing risks and ensuring alignment with timelines and budgets.
  • Work with internal and external stakeholders to advance projects and support the development of solicitations such as Requests for Proposals.
  • Serve as the primary liaison for client release planning and post-release support, responding to inquiries from families and stakeholders and providing training to staff, volunteers, and team members.
  • Participate in meetings, committees, and training opportunities assigned while completing required trainings and supporting additional duties as needed.
