About The Position

This position serves within the Secretary of State’s Operations Division, supporting enterprise-wide technology and business initiatives across the agency. Based full-time, in person, in Carson City or Las Vegas, Nevada, the IT Business Analyst plays a leading role in advancing digital services, optimizing business processes, and supporting statewide operational improvements. Working closely with executive leadership, IT, and program areas, this role brings structure, clarity, and disciplined analysis to complex initiatives, ensuring projects are well-defined, aligned with organizational priorities, and executed effectively. Responsibilities include business process evaluation, project scoping, requirements development, project coordination, and contributing to project governance frameworks. The position also provides high-level analytical and technical guidance to project teams, vendors, and stakeholders. The IT Business Analyst classification includes leadership responsibilities such as defining project objectives, preparing project documentation, supporting budget planning, participating in long-range planning, and helping shape policies and procedures that guide technology-enabled business operations. This is a high-impact position for an experienced business analyst who can navigate complexity, support cross-functional teams, and deliver results that matter to the State. Information Technology (IT) Business Analysts document, analyze, and recommend technical solutions to problems and participate in implementing, supporting, and documenting changes that lead to an improved operating environment.

Requirements

• Two or more years of applicable experience as described in the job duties
• Graduation from high school or equivalent education
• Authorized to work for ANY employer in the U.S.

Responsibilities

• Apply recognized data processing concepts to business process plans and analyses.
• Develop work and/or data flow diagrams that illustrate and describe functional processes of the system.
• Document business and functional requirements for proposed projects.
• Review and document test results to assess the accuracy and completeness of application code.
• Monitor quality assurance.
• Research and evaluate computer hardware and software needs.
• Analyze business processes, propose improvements, and identify work processes that may be automated.
• Define potential benefits of proposed systems or deficiencies to be corrected in the existing system.
• Define and document data definitions and relationships to be used in the foundation of systems development.
• Develop procedural alternatives in the absence of properly operating software.
• Consult with stakeholders to determine business function and end-user requirements.
• Conduct alternative analyses and develop written requirements for proposed systems and applications.
• Train individuals in the use of the system and system software.
• Test systems functionality by preparing test plans and participating in quality assurance.
• Initiate system work requests.
• Develop bridging specifications to program areas that interact with processes and output.
• Consult with programmers regarding the technical requirements, logic, and deficiencies of programs.
• Participate in recommending and justifying resource allocations and expenditure decisions.
• Assist in procedure development, evaluation, preparation, and modification.
• Develop transition plans.
• Participate in training development and presentation.
• Review, analyze, and interpret the effects of federal and State laws, regulations, and agency policies.
• Write technical requirements for grant proposals.
• Prepare documentation for the computer system manual.
• Perform related duties as assigned.
