About The Position

The IT Business Analyst IV in Infrastructure Services plays a critical role in bridging the gap between business needs and IT solutions. This position requires a deep understanding of business processes, technology, and project management methodologies to effectively analyze, document, and implement infrastructure solutions that support the organization's strategic objectives. The ITBA-IV performs advanced business analysis work. The role serves as a primary liaison between agency customers, clinical stakeholders, and IT infrastructure teams to coordinate the evaluation, procurement, and installation of hospital devices and instruments. This position is responsible for developing and maintaining standardized business processes, specifically leading the creation and management of architectural diagrams and technology roadmaps. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other offices(s) may be required. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Will supervise the work of others.

Requirements

  • Minimum of five (5) years of experience in business analysis, project management, healthcare informatics, or IT infrastructure services is required.
  • Graduation from a college or university with major coursework in business administration, computer science, management information systems, or a related field is generally preferred. Experience and education may be substituted for one another on a year for year basis is required.
  • Experience creating technical specifications, business process models, or architectural review documentation is required.
  • Knowledge of Business analysis principles, practices, and procedures.
  • Knowledge of Infrastructure technologies, including servers, networks, storage, and cloud platforms.
  • Knowledge of The lifecycle of medical and lab devices.
  • Knowledge of Project management processes and tools.
  • Knowledge of Software Development Life Cycle (SDLC) and IT Service Management (ITSM) frameworks.
  • Knowledge of Standardized architectural frameworks and Reference Architecture.
  • Knowledge of Automation or AI Tools, or comfort and willingness to learn and utilize AI and Automation tools.
  • Knowledge of Federal or State legislative processes, including how to assess their impact on IT strategy and operations.
  • Skill in Interpersonal relationships, including the ability to work with others under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with diverse backgrounds at all levels of the organization.
  • Skill in Technical writing, including the creation of technical architecture diagrams, process models, and data flow diagrams.
  • Skill in Eliciting and documenting complex business requirements from non-technical clinical staff.
  • Skill in Monitoring and assessing situations and determining appropriate responses.

  • Ability to Identify and analyze business problems and propose solutions; troubleshoot technical issues and provide support to end-users; and facilitate root cause analysis and implement corrective actions.

Nice To Haves

  • Experience working within a healthcare, hospital system, or clinical laboratory environment is preferred
  • Experience coordinating large-scale device roll-outs across multiple geographical campuses is preferred.
  • Experience in conducting training, meetings, or workshops is preferred.
  • Previous experience working for a Texas State Agency is preferred.
  • Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), or comparable certification.
  • Project Management Professional (PMP) certification.
  • ITIL Foundation certification (v3 or v4).

Responsibilities

  • Elicits, analyzes, validates, and documents business requirements for infrastructure projects; tracks and analyzes business processes to clearly define product requirements, features, and enhancements; develops and maintains business process models, data flow diagrams, and use cases; conducts feasibility studies and cost-benefit analyses for proposed infrastructure solutions; collaborates with business stakeholders to understand their needs and translate them into technical requirements.
  • Assists project managers in defining project scope, objectives, and deliverables; develops project implementation proposals, documentation, and scheduling; contributes to project planning, scheduling, and resource allocation; tracks project progress and identifies potential risks and issues; facilitates communication between project stakeholders and IT teams. Leads projects as required.
  • Consults on the analysis of an application and implements solutions; provides production support to users of systems and applications; writes technical specifications and requests for proposals; evaluates and identifies continuous improvements to ensure that system or program implementations are efficient and effective; ensures that solutions align with infrastructure standards and policies, and industry trends and best practices. Tracks or manages infrastructure technology.
  • Leads matrixed teams to accomplish HHS IT and Infrastructure Services goals; coordinates with customers to complete service requests; develops training curricula and conducts formal training sessions covering assigned operational areas, including new or updated processes; builds and maintains relationships with business and technical stakeholders at all levels; facilitates workshops and meetings to gather requirements and address stakeholder concerns.
  • Other duties as assigned include, but are not limited to, supporting the development, testing and currency of the agency information technology disaster recovery and business continuity plans.
