About The Position

The Assistant Director of IT Operations role within the Maryland Department of the Environment (MDE) is responsible for the management, technical oversight, and direct leadership of Information Management operations and is instrumental in supporting the Chief Information Officer (CIO) across all aspects of technology and information management. This position serves at the pleasure of the Appointing Authority.

Requirements

  • A Bachelor's degree from an accredited college or university in Computer Science, Information Technology, Computer Information Systems, Public Administration, or a related field.
  • Six (6) years of professional IT experience, including:
  • At least two (2) years of direct supervisory or management-level experience overseeing IT technical staff, approving leave, assigning workloads, and managing employee performance.
  • At least two (2) years of experience developing, implementing, or enforcing IT security and privacy standards, policies, and compliance procedures (e.g., NIST, CIS, or State IT security guidelines).

  • Master’s degree in an IT Related Field.

  • Strategic IT Procurement & Contract Management.

  • Experience managing technical staff directly or through subordinate managers, setting performance standards, prioritizing projects, and collaborating across cross-functional teams.

Responsibilities

  • Assisting the CIO in formulating, implementing, and monitoring departmental policies, procedures, and maintenance for IT and communications resources (including cell, desktop, and soft phones). This includes managing software licenses and maintenance contracts for MDE.
  • Representing MDE in official engagements concerning information management and technology.
  • Establish and maintain comprehensive standards, procedures, and guidelines to ensure the security, privacy and uninterrupted operation of IT systems throughout the department.
  • Coordinating activities within the Office of Information Management and Technology (OIMT) related to security, data and privacy management, and telecommunications. These efforts are designed to protect IT systems from damage and prevent the unauthorized disclosure of sensitive or confidential information.
  • Assisting the Assistant Director of Project Management and the Assistant Director of Application Support with the procurement and implementation of hardware, software, and infrastructure to ensure the timely execution of IT projects.
