About The Position

Transform state services as a Salesforce Technical Lead with the Division of Technology Services. In this role you will establish technical vision, build a strategic roadmap, and enact governance and development standards for a State of Utah executive agency Salesforce ecosystem. The successful candidate will ensure that secure, scalable, and compliant Salesforce solutions are built to maximize value to the agency and improve access to important government services for the citizens of Utah. This job may be filled at the level listed below. (Rate as listed or in accordance with DHRM Rules for current state employees.) Information Technology Analyst III, $42.54 - $72.46 per hour (Technical Lead)

Requirements

  • Minimum 7+ years in IT/software engineering, with at least 5+ years of hands-on, progressive experience developing and architecting enterprise Salesforce solutions.
  • Expert programmatic mastery of the Salesforce platform, specifically including advanced Apex, Lightning Web Components (LWC), and modern JavaScript frameworks.
  • Extensive experience designing, configuring, and securing complex, external-facing Salesforce Experience Cloud sites.
  • Deep understanding of external user security models, including high-volume portal licenses, sharing sets, external sharing hierarchies, and secure public-facing APIs.
  • Advanced proficiency with source control and automated CI/CD pipelines (e.g., GitHub, Copado).
  • Proven success implementing REST/SOAP APIs, MuleSoft, or event-driven integrations.
  • Comprehensive knowledge of enterprise security architectures, including single sign-on (SSO), OAuth, programmatic sharing, and external user access controls.
  • Familiarity with Salesforce Data Cloud, Einstein/AI capabilities, Own (formerly OwnBackup), and large-scale data warehousing.
  • Experience with agile development methodologies.
  • Exceptional problem-solving capabilities, technical mentorship skills, and clear communication tailored for both developers and agency stakeholders.

Responsibilities

  • Define the long-term Salesforce vision aligned with agency objectives.
  • Design and govern secure, scalable architectures leveraging Salesforce Public Sector Solutions (PSS) data models, OmniStudio, and Experience Cloud to deliver seamless, compliant citizen-facing digital portals and agency workflows.
  • Build scalable, secure, end-to-end solutions across diverse agency initiatives.
  • Prioritize native, low-code/no-code configurations over custom development.
  • Define API-led frameworks and middleware strategies (e.g., MuleSoft) for connected systems.
  • Set architecture, environment, and development standards to ensure ecosystem stability and longevity.
  • Structure object models to optimize large data volumes and governance.
  • Configure secure single sign-on (SSO), OAuth flows, and identity protocols.
  • Oversee complex data-sharing models, field-level security, and compliance auditing.
  • Direct modern pipeline automation using source control, GitHub, Copado, or related tools.
  • Synchronize sandboxes and control back-promotions across concurrent projects.
  • Evaluate tri-yearly Salesforce platform upgrades to mitigate system impacts.
  • Act as the ultimate authority for release risks, schedules, and final approvals.
  • Lead development team through technical vision and code reviews.
  • Upskill developers, business analysts, and administrators in platform best practices.
  • Bridge technical execution with executive agency stakeholders.
