About The Position

Reporting directly to an assigned manager or director, this role is responsible for independently analyzing, defining, and creating technological solutions for multiple and/or critical IT systems to solve business problems and meet organizational needs. The IT Analyst III serves as the primary technology owner for a designated technology area and is the highest level within the Analyst series. This position involves performing technical analysis of applicable data to produce solutions, providing advanced technical consulting and support, analyzing and testing procedures, and performing complex computer systems and server environment analysis. The role also includes analyzing and defining business processes, participating in system design and maintenance, making technical decisions, and designing and delivering training programs for junior analysts. Additionally, the IT Analyst III represents the IT department, collaborates on major system procurements and implementations, and performs special duties as assigned. Specific assignments may include Development Services, Enterprise Applications, Courts & Justice, Geographic Information Systems (GIS), Security, MS365 Azure/AD, and other areas as needed.

Requirements

  • Associate degree in a related field and five (5) years of job-related experience; OR seven (7) years of job-related experience.
  • Working knowledge of specific job-related technology.
  • Required Technology certification in area of responsibility.
  • Valid driver’s license.
  • Two (2) years experience performing cybersecurity analysis.
  • Prior experience in Information security analysis, or information assurance with a concentration in Incident Response or as a SOC Analyst.
  • One or more Licensure(s) and/or Certification(s) in CEH, SEC+, CSA+, CCNA Security, ECSA, CND, VCP, SSCP, GIAC, BTL1, ECIH, AZ-500.

Responsibilities

  • Performs technical analysis of applicable data to produce products and solutions to resolve technology-related business problems.

  • Diagnoses and performs troubleshooting tasks for a full spectrum of support cases across all elements of assigned application, and any connected systems, to determine an appropriate resolution.
  • Administers and maintains assigned application environment and related software solutions to support the county’s business processes.
  • Ensures seamless integration with IT systems while managing system updates and testing cycles in collaboration with technical teams, consultants and end-users.
  • Develops application and database components to support application development in collaboration with the Database Administrators (DBA) and other technical personnel.
  • Writes technical procedures and documentation for judicial applications.
  • Defines, documents, and tests the business continuity plan.
  • Utilizes reporting tools to develop moderate to complex reports required for business processes and statistical reports to evaluate productivity and workload.
  • Creates data visualizations.
  • Performs moderately complex data analysis, which includes compiling and cleaning data and data manipulation.
  • Specializes in Justice Court business processes, administration, OCA and CJIS reporting requirements and JCIT Standards.
  • Acts as Project Manager for new implementations of judicial systems.
  • Prepares and performs training of Justice applications for specialized departments.
  • Generates and analyzes data sets.
  • Develops SQL reports for judicial data.
  • Develops analytical methods to enable data-driven decision making.
  • Reconcile data inconsistencies and ensure data integrity.
  • Designs, develops, and manages current data services through data dashboards including statistical reporting and data visualizations.
  • Creates and maintains spatial data.
  • Assists with spatial database design and maintenance.
  • Provides Tier 1 support for GIS driven applications.
  • Devises workflows and procedures to ensure timely and accurate collection and management of spatial data.
  • Develops and implements quality control procedures and acceptance criteria for incoming spatial data.
  • Creates complex GIS models using FME/ETL, Python, HTML to automate processes.
  • Collaborates with Information Technology, additional County organizations, and outside business interests to develop and maintain integrated GIS solutions to include web map viewers, mobile applications, automated processes, surveys, and standalone software solutions.
  • Creates, maintains, and administers relational database management systems for storing, managing, maintaining, and serving data to end users.
  • Manage and maintain software installs, upgrades, patches and integrations.
  • Performs quality assurance and serve as a subject matter expert on data integrity, extraction, and compilation.
  • Research, develops, tests, maintains, and manages automated data workflows and models.
  • Creates, configures, and maintains servers to meet business requirements.
  • Guides the selection of data management tools, and the development of standards, usage guidelines, and procedures for those tools.
  • Develops data quality measures, analyze data quality results, and implement necessary changes to ensure data quality improvement.
  • Provides GIS technical support to the County’s Emergency Operations Center when activated.
  • Monitors and analyzes cybersecurity alerts from incident detection given from cybersecurity tools, network devices, and information systems.
  • Takes preventative measures based on outcome from the analysis of the alert.
  • Performs vulnerability scans of networks and applications to assess effectiveness and identify weaknesses.
  • Performs technical risk assessments and reviews of account permissions.
  • Performs forensic analysis of information systems and portable devices and forensic recovery of data using assessment tools.
  • Monitors systems and procedures to protect data systems and databases from unauthorized access.
  • Researches and analyzes cybersecurity threat indicators and their behaviors for the prevention, detection, containment, and correction of data security breaches, and recommends threat mitigation strategies.
  • Supports the implementation of computer system security plans with agency personnel and outside vendors.
  • Trains users and promotes security awareness to ensure system security and improve application, server, and network efficiency.
  • Supports privacy impact assessments and assist in documenting/organizing data privacy and policy requirements.
  • Assists with basic data classification and tagging based on policy.
  • Monitors and maintains SIEM tools.
  • Performs other duties as assigned.
  • Leads integration of Azure Active Directory with Exchange Online and on-premises Exchange, ensuring proper synchronization of mailboxes, security policies, and user identity management.
  • Configures and manages hybrid Exchange environments, including Azure AD Connect and Exchange hybrid configurations for seamless coexistence between on-premises and cloud-based systems.
  • Administers and maintains user accounts, distribution groups, and shared mailboxes within both Exchange and Azure AD environments.
  • Ensures proper configuration of mail flow, email routing, and mailbox permissions across hybrid environments.
  • Oversees mailbox migrations, troubleshooting, and any issues related to synchronization or email access.
  • Collaborates with IT security, infrastructure, and helpdesk teams to design, implement, and optimize Exchange and Azure AD solutions.
  • Configures and enforces security policies for email systems, including Multi-Factor Authentication (MFA) and Conditional Access policies for Exchange and Azure AD.
  • Monitors and responds to security threats and incidents related to Exchange Online and Azure.
  • Ensures compliance with legal and regulatory requirements (e.g., GDPR, HIPAA) for email data and user authentication.
  • Acts as a senior point of contact for troubleshooting and resolving complex issues related to Azure AD, Exchange, and hybrid configurations.
  • Maintains clear, detailed documentation of system configurations, integration setups, troubleshooting procedures, and security protocols.
  • Provides training and guidance to junior analysts on Azure AD and Exchange best practices.
