About The Position

This open competitive position within the Information Technology Services (ITS) Department leads enterprise-scale technology project management with a primary focus on large, complex technology implementations, system stabilization efforts, and mission-critical initiatives across Metro Government. The role is responsible for ensuring successful outcomes by managing timelines, budgets, and resources while aligning stakeholder expectations across organizational, departmental, and executive audiences. Working closely with ITS technical teams, departmental business owners, implementation partners, and executive stakeholders, this position drives enterprise technology projects from planning through go-live and into stable operations — with particular emphasis on large-scale software implementations and other mission-critical systems that span multiple Metro departments. The ideal candidate brings deep experience managing enterprise technology initiatives in complex organizational environments, thrives in politically sensitive stakeholder landscapes, and holds stakeholder outcomes with the same accountability as technical deliverables. This position reports directly to the Chief Information Officer (CIO) of Metropolitan Nashville-Davidson County Government. ITS is a 24x7 information technology shop. Applicant must be willing and available to perform duties as required by the job. This may include work on nights, weekends and holidays.

Requirements

  • Six years (6) of experience in project management services with government agencies or large organizations.

  • Candidate must receive and maintain a passing status from Metro Nashville Police Department (MNPD) background check.
  • Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Nice To Haves

  • Extensive background in formal project management methodologies (Agile, Waterfall, etc.) or Project Management Professional (PMP) certification
  • Experience managing large-scale enterprise software implementations, including ERP, HCM, or comparable mission-critical systems (e.g., Oracle Cloud, SAP, PeopleSoft, Workday, or similar)
  • Experience managing system integrators, implementation partners, and third-party vendors, including accountability for vendor performance against contractual commitments
  • Experience navigating post-go-live stabilization, system recovery, or complex remediation efforts for enterprise technology projects in large organizational environments
  • Knowledge of organizational change management principles as they apply to enterprise technology implementations, including communication planning, training coordination, and stakeholder adoption

Responsibilities

  • Manage comprehensive implementation plans for enterprise technology projects, whether developed internally or in partnership with system integrators and vendors, including timelines, milestones, resource allocation, and risk mitigation strategies.
  • Manage project scope, identifying and addressing potential changes through effective change management practices.
  • Monitor project progress against established timelines and budget, taking corrective action when necessary.
  • Act as the primary point of contact for clients and vendors throughout project process through successful implementation and beyond efficient operations of system or offering.
  • Conduct regular status meetings with clients to discuss project progress, address concerns, and manage expectations.
  • Understand departmental business processes and translate operational needs into clear project requirements and software configuration decisions, partnering with subject matter experts across Finance, HR, and other Metro departments.
  • Handle communications between Metro ITS and stakeholders, providing updates and addressing any issues for all IT projects.
  • Manage resources, develop project timelines, develop project plans, ensure teams are aligned, and ensure projects are completed on time and within budget.
  • Manage outside vendors and subcontractors, including financial and payment aspects of the project.
  • Identify and manage project risks, issues, and dependencies, and mitigate potential delays and obstacles to ensure project success.
  • Ensure adherence to Metro project management processes and standards, including tracking in the Metro Capital Project Management System (CPMS).
