About The Position

We are seeking to hire an Investment and Debt Officer in the Office of Budget & Finance (OBF) department. This role will have primary and shared responsibilities for Hennepin County’s cash and investment management functions. This position works closely with the treasury, debt, and capital budget staff to ensure that these critical county functions and goals are performed and met throughout the year, and that the county’s balance sheet is managed appropriately for long-term financial health and stability as reflected in credit ratings and other measures. Requirements

Bachelor's degree in finance, business or public administration, economics or a closely related field with course work emphasis on debt management, financial markets, financial institutions, and/or investment management and five years or more of professional experience in overseeing or (co-)managing a debt management program and/or fixed income securities and producing and using financial analysis to create transactions.
Master's degree or higher in finance, business or public administration, economics or a closely related field with course work emphasis on debt management, financial markets, financial institutions, and/or investment management and three years or more of professional experience in overseeing or (co-)managing a debt management program and/or fixed income securities and producing and using financial analysis to create transactions.
Experience can be substituted for the required education on a year-for-year basis.
Communicate risks involved in making financial decisions involving investment and borrowing decisions with potentially long-term effects.
Demonstrate strong negotiation, presentation, and speaking skills.
Express ethical standards related to finance.
Apply the time value money analysis concept.
Knowledge of Capital markets.
Knowledge of Fund accounting or segregated portfolios.
Knowledge of Interest rate risk profiles of various marketable securities.

Responsibilities

Lead and manage the design, maintenance, and enhancement of sophisticated cash and investment functions related to the management of liquid assets belonging to Hennepin County and associated entities in a manner that is safe, timely, effective, and appropriate for a public sector entity that provides a broad spectrum of services to taxpayers, residents, and customers.
In accordance with the County’s investment policy, Minnesota local government investment statutes, and any current objectives, continuously analyze and adjust the county’s portfolio of cash and investments with strategies and products that incorporate expected cash needs, current interest rates, and economic statistics as well as considering probabilities of future changes of these factors.
Manage and analyze cash flow to ensure funds are available for expected routine and scheduled needs as well as unplanned events and unexpected circumstances.
Evaluate and select appropriate investments that meet the County’s immediate, short-, medium-, and long-term needs.
Communicate and work collaboratively with all staff, especially leadership and those in the treasury, debt, and capital budget functions to maintain and share necessary information and analysis to make these three inter-related areas support each other.
Assist in preparing investment earnings estimates which factor into revenue budgeting for all general and business fund activities.
Interact with an external investment advisory committee to maintain their awareness of cash and investment strategies and results.
Assist with strategic planning for issuance of county debt, working capital borrowing, and other financing mechanisms to provide the necessary resources for capital projects, operational, and investment needs.
Work with budget staff to maintain current forecasts and timing of cash needs, and ways to finance capital improvements and projects.
Assist the CFO with the hiring of outside contractors and supervise the scope and performance of their activities on behalf of the County.
