About The Position

The Investigator V level plans, organizes, directs and coordinates the activities of an investigative agency concerned with civil, administrative and/or criminal investigations falling within its respective jurisdiction, where violations investigated are related to a specific program area, e.g., welfare fraud, etc., OR conducts civil, administrative and/or criminal investigations falling within a variety of jurisdictions, such as the Executive, Legislative or Judicial Branches, State departments or agencies, county and federal governments and regulatory boards and commissions, where violations or circumstances investigated are related to a broad variety of program areas, and are not limited to a specific program area (welfare fraud, controlled substances, etc.), like that of lower investigator levels; and performs other related duties as assigned. The current vacancy positions are located in the Narcotics Enforcement Division (NED), Office of the Deputy Director for the Department of Law Enforcement (DLE). These positions have been granted police enforcement powers to execute the duties and responsibilities in accordance with Chapter 353C-4, Hawaii Revised Statutes (HRS). These positions are responsible for the enforcement of the provisions of the Uniform Controlled Substance Act and the investigation of offenses of Part IV, Chapter 712, HRS, by conducting criminal investigations related to illicit drugs and clandestine laboratories which unlawfully manufacture controlled substances and precursor chemicals. The duties and responsibilities of this level include undercover activities using informants; gathering of evidence and ensuring its proper handling; case preparation; serving warrants; making arrests; providing assistance to the US Attorney, the Attorney General or City and County Prosecutors Offices in preparing cases for indictment and appearing in court as an expert witness; and preparing investigative reports for criminal prosecution.

Requirements

Legal Authorization to Work: Citizen, national, or permanent resident alien of the U.S., or eligible under federal law for unrestricted employment.
Bachelor's degree from an accredited four-year college or university.
Three and one-half (3-1/2) years of progressively responsible professional investigative experience.
Demonstrated initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data.
Ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions.
Skill in written and oral reports and presentation of investigative findings in a clear and concise manner.
Tact, discretion, and capacity for obtaining the cooperation and confidence of others.
At least one (1) year of Specialized Experience must have been comparable in scope, complexity and responsibility to work experience characteristic of the Investigator IV class of work in State service.
Demonstrated knowledge of procedures and practices pertinent to conducting criminal investigations.
Demonstrated knowledge of rules and procedures of legal evidence.
Demonstrated knowledge of interviewing and interrogation methods and techniques.
Demonstrated knowledge of search and seizure laws.
Demonstrated knowledge of laws of arrest.
Demonstrated knowledge of investigative report writing techniques.
Demonstrated knowledge of techniques and equipment used in surveillance.
Demonstrated knowledge of proper use of force, including deadly force.
Demonstrated knowledge of the penal code.
Ability to plan and effectively interview witnesses and interrogate suspects.
Demonstrated knowledge of and ability to properly use firearms.
Possess a certificate of completion from a formal law enforcement academy.
Two (2) years of professional experience which involved conducting narcotics investigations and enforcement actions on a statewide basis, including criminal investigations related to illicit drugs and clandestine laboratories which unlawfully manufacture controlled substances and precursor chemicals, the illegal diversion of controlled substances, etc.
Meet all State and Federal requirements applicable to the carrying, possession and use of firearms and ammunition.
May not possess a conviction of domestic violence.
Possess a valid driver's license at the time of appointment.
