About The Position
The Ministry of Advanced Education in Alberta is responsible for overseeing the post-secondary education system. It plays a vital role in supporting universities, colleges, polytechnic institutions, and apprenticeship programs across the province. In addition, the Ministry works to align education with the needs of Alberta’s economy by promoting skills development, research, and innovation. It collaborates with educational institutions, industry partners, and communities to prepare students for successful careers and to contribute to the province’s economic and social growth. Certain professions and occupations in Alberta are self-governed by professional regulatory organizations, which receive their authority through provincial legislation. Advanced Education is responsible for legislation that governs more than 20 professional regulatory organizations. The Ministry is also responsible for licensing interim and permanent land agents under the Land Agents Licensing Act. Overall, the Ministry of Advanced Education plays a critical role in shaping Alberta’s future by strengthening its workforce and supporting lifelong learning opportunities for all residents. The Regulated Professions Governance Branch is seeking a highly skilled and motivated Investigator and Policy Analyst to support the administration of Alberta's Land Agent Licensing framework. Reporting to the Manager, Land Agents Licensing, this position plays a key role in licensing, compliance, investigations, policy analysis, stakeholder engagement, and regulatory program delivery. This is an excellent opportunity for individuals with strong investigative, analytical, and policy development skills who enjoy balancing regulatory oversight with stakeholder collaboration.
Requirements
- University graduation in a related field plus 2 years progressively responsible related experience, or equivalent as described below.
- Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.
- Experience interpreting and applying legislation, policies, and procedures within regulatory frameworks.
- Experience preparing reports, briefing materials, recommendations, and business correspondence.
- Experience managing multiple priorities and meeting competing deadlines.
- Experience building effective relationships with stakeholders and providing client-focused service.
- Knowledge of privacy legislation and information management practices.
- Experience conducting policy research and developing policy recommendations.
- Experience conducting regulatory investigations, research, analysis, or compliance activities.
- Strong technical aptitude with experience learning and using new software.
- Excellent written and verbal communication skills and strong attention to details.
Nice To Haves
- Experience working within a professional regulatory or licensing environment.
- Knowledge of Alberta land titles, including use of SPIN 2, surface rights, and property rights.
- Knowledge of Alberta's legislative and policy development processes.
- Experience supporting committees, boards, or advisory groups.
- Knowledge of stakeholder engagement principles and public sector consultation processes.
- Knowledge of the energy, agricultural, land management, or regulatory sectors
Responsibilities
- Support licensing processes by reviewing applications, making recommendations on licensing decisions, and ensuring compliance with regulatory requirements.
- Develop communications and educational materials to improve compliance with and awareness of licensing requirements.
- Prepare briefing materials, correspondence, reports, and responses to inquiries.
- Support the Land Agent Advisory Committee by preparing agendas, minutes, and follow-up actions.
- Build and maintain effective relationships with industry stakeholders, professional organizations, educational institutions, government partners, and the public.
- Investigate complaints, appeals, and alleged contraventions under the Land Agents Licensing Act.
- Conduct interviews, gather and analyze evidence, and prepare investigation reports and recommendations.
- Research regulatory and policy issues and identify opportunities to improve legislation, policies, and procedures.
