About The Position

This is an internal job posting, available only to current Montgomery County Government employees, employees affected by reduction-in-force with RIF priority rights, active local fire and rescue department volunteers with at least 50 points under the length of service award program (LOSAP), or active Project SEARCH Interns or former Montgomery County Government Customized Employment Public Interns, or Project SEARCH Interns within 24 months of completion of internship. The Office of Consumer Protection (OCP) advocates for a fair and honest marketplace in Montgomery County. Since 1971, OCP has helped residents by investigating and resolving consumer complaints, licensing and registering businesses, and promoting consumer awareness through education and outreach. The work is grounded in Chapter 11 of the County Code, which prohibits unfair and deceptive business practices. OCP is recognized nationally for its commitment to consumer rights and strives to protect and empower every resident in Montgomery County. We are seeking a strong and experienced professional in consumer protection investigations who can oversee complex and sensitive investigations and support consistent enforcement of consumer protection laws. The ideal candidate will have experience applying consumer protection laws and regulations, developing investigative strategies, evaluating evidence, managing competing priorities, and guiding complex case development and resolution. Successful candidates will possess strong judgment, analytical, organizational, and communication skills, along with the ability to improve investigative processes and coordinate effectively with legal counsel, regulatory agencies, businesses, consumers, and other stakeholders. A genuine passion for consumer protection, public service, fairness, and accountability is essential to ensuring effective enforcement, public trust, and meaningful outcomes for County residents.

Requirements

  • Graduation from an accredited college or university with a Bachelor's Degree.
  • Five (5) or more years of experience conducting consumer protection investigations, including reviewing and applying consumer protection laws, developing investigative strategies, supporting complex case development, conducting research and analysis, evaluating evidence, and preparing findings or recommendations involving business practices that may impact consumers or the marketplace.
  • Successful completion of a pre-employment medical evaluation, which includes a physical examination and drug screening.
  • Must file a Financial Disclosure Statement.

  • Strong written and verbal communication skills supporting effective collaboration with staff, consumers, businesses, attorneys, agencies, or other stakeholders.

Responsibilities

  • Manage the daily operations of OCP’s Investigative Unit and support the enforcement of consumer protection laws.
  • Guide complex investigations, support staff in case development, improve investigative practices, and help ensure that consumer complaints are handled consistently, fairly, and effectively.
  • Review, assign, monitor, and evaluate consumer protection complaints and investigations involving alleged unfair, deceptive, fraudulent, or unlawful business practices.
  • Guide investigative strategy, evidence review, legal issue identification, case development, settlement considerations, escalation decisions, and enforcement recommendations.
  • Review, interpret, and apply consumer protection laws, regulations, policies, and published guidance.
  • Coordinate with the Office of the County Attorney and other agencies on legal questions, subpoenas, settlements, referrals, litigation support, and enforcement-related matters.
  • Develop and improve investigative procedures, workflows, templates, reporting tools, and case management practices.
  • Use case data, workload information, complaint trends, and performance measures to support case assignment, resource planning, process improvement, and management decisions.
  • Provide guidance, coaching, and supervisory support to investigative staff; assist with workload management, training, and performance expectations.
  • Support education efforts for consumers, businesses, and community stakeholders by identifying recurring marketplace issues and assisting with public-facing guidance, educational materials, notices, presentations, and website content.
  • Serve as the department’s MPIA Custodian or liaison and ensure public information and records-related matters are handled in accordance with applicable laws, confidentiality requirements, County procedures, and department practices.
  • Oversee assigned staff, delegate work, monitor performance, coach, and contribute to professional development and team effectiveness.

  • The anticipated hiring range for this position will be $98662.00 to $127966.00, based on the candidate’s qualifications and experience.
