About The Position

The Office for Civil Rights and Equity within the Division of Human Resources and Inclusive Excellence is seeking an exceptional individual to join our team as the Investigation and Prevention Specialist (Administrator I) and advance our ongoing commitment to foster and maintain a campus environment free from all forms of discrimination and harassment. We are searching for a driven, proactive, and ethically minded individual to assist with the prevention and investigation of all forms of discrimination, harassment, sexual misconduct, sexual exploitation, dating violence, domestic violence, stalking, and retaliation. The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to inclusivity, openness, flexibility, integrity, and kindness.

Requirements

  • Bachelor’s degree from an accredited four-year college or university.
  • A minimum of two years of full-time professional experience in Title VI, Title VII, or Title IX, related types of civil rights investigations, or other related work for an educational institution.
  • Demonstrated ability to plan, develop, coordinate, and organize educational programs and activities.
  • Exceptional communication, facilitation, and interpersonal skills.
  • Ability to advise students individually and in groups on program planning and development.
  • Ability to acquire knowledge of relevant campus procedures.
  • Ability to be impartial and project impartiality as well as establish rapport with various community members.
  • Demonstrated ability to exercise superior judgment with the ability to manage highly sensitive and confidential communications.
  • Demonstrated commitment to serving a diverse population with cultural competence and sensitivity, as well as the ability to work with a wide range of constituencies including staff, students, faculty, administrators, and third parties with diplomacy and tact.
  • Possession of strong organization and analytical skills.
  • Ability to handle a significant caseload and manage multiple deadlines.
  • Ability to build positive relationships and establish collaborative partnerships across the university.
  • A background check (including a criminal records check) must be completed satisfactorily and is required for employment.
  • Applicants will be required to disclose whether they have received a final administrative decision or final judicial decision determining that they have committed sexual harassment within the last 7 years only after a determination is made that they meet the minimum qualifications for the position, and before an offer of employment is extended.
  • Applicants who reach the final stages of the application process must also sign a release form that authorizes the release of information by the applicant’s current and/or former employers to the CSU concerning any substantiated allegations of misconduct.

Nice To Haves

  • Master’s degree from an accredited college or university.
  • Three years of experience as a Title VI, Title VII, Title IX, or civil rights investigator.
  • Completed training and/or current certification in conducting investigations for allegations of discrimination, harassment, and/or retaliation.
  • Experience working with in a higher education environment.
  • Experience with and/or knowledge of California and/or CSU civil rights investigation procedures.

Responsibilities

  • Implementing prevention and education programming.
  • Assisting with timely, thorough, and impartial investigations into alleged violations of the CSU Nondiscrimination Policy, including sexual misconduct, sexual exploitation, dating violence, domestic violence, stalking, retaliation, and discrimination and harassment based on age, disability, gender, gender identity, gender expression, genetic information, marital status, medical condition, nationality, pregnancy or related conditions, race or ethnicity (including color, caste, or ancestry), religion or religious creed, sex (including sex stereotyping or sex characteristics), sexual orientation, and veteran or military status.
  • Creating training materials for specific campus subpopulations.
  • Implementing and assessing presentations, interactive workshops, and online and in-person trainings for both students and employees.
  • Developing educational events for critical awareness months.
  • Contributing to an annual full-day violence prevention conference.
  • Assisting with prompt, thorough, and impartial investigations into alleged violations of the CSU Nondiscrimination Policy.
  • Creating, organizing, editing, and redacting investigation files as appropriate.
  • Assisting in departmental efforts related to internal and external audits and the fulfillment of document requests.
  • Maintaining updated documentation of investigation practices.
  • Managing all procedures according to applicable privacy laws and CSU policy.
  • Completing other investigation and resolution tasks as assigned.
  • Serving as a co-investigator for civil rights investigations into alleged violations of the CSU Nondiscrimination Policy and may serve as a sole investigator for some matters.
  • Scheduling interviews with parties and witnesses.
  • Gathering and organizing evidence.
  • Ensuring parties’ rights are upheld throughout all investigation processes.
  • Ensuring a well-documented investigative process by maintaining timely, accurate, and thorough records and notes of all investigatory steps.
  • Maintaining up-to-date records in the case management database.
  • Preparing detailed, accurate written reports.
  • Making findings on policy violations when applicable (including credibility determinations and an analysis of the evidence).
  • Summarizing the investigatory process at live hearings when applicable.
  • Reviewing and preparing case files.
  • Maintaining updated templates and materials.
  • Coordinating and assisting with relevant investigation unit tasks.
  • Developing, facilitating, and assessing educational programming and annual trainings for all students, fraternities, sororities, Division I Athletics, sports clubs, residential communities, student organizations, identified employees and student staff, and underserved populations.
  • Maintaining effective relationships.
  • Supporting and advising peer educators.
  • Collecting and analyzing data to make recommendations for program improvements.
  • Remaining well-informed on Title IX, Title VI, Title VII, and related laws, campus and CSU systemwide policies, and best practices for prevention and education programming as well as conducting trauma-informed and compliant investigations.
