About The Position

Lawrence Livermore National Laboratory (LLNL) is seeking International Security Analysts to support its work on nuclear security, with a focus on international nuclear security. As part of an interdisciplinary team, you will assist sponsors by evaluating international nuclear security challenges, developing strategies to mitigate risks, and implementing initiatives in areas such as human capital development, physical security enhancements, and international cooperation to bolster global nuclear security capacity. This role is within the Global Materials Security Program, part of the Global Security Principal Directorate’s Nuclear Threat Reduction Program. The position can be filled at either the SES.4 or SES.5 level, with additional responsibilities assigned at the higher level.

Requirements

Ability to obtain and maintain a U.S. DOE (L/Q)-level security clearance, which requires U.S. Citizenship.
Master’s Degree in physical science, engineering, international relations, political science, or a related field, or an equivalent combination of education and professional experience.
Advanced leadership, communication, and team-building skills to lead collaborative, multi-disciplinary teams in international nuclear security engagement.
Significant experience managing million-dollar budgets and balancing complex technical and budgetary priorities.
Advanced program management skills with a proven ability to deliver successful results.
Expert problem-solving, analytical, technical, and organizational skills to independently advise, recommend, and implement solutions.
Ability to delegate effectively to lead, motivate, and build complex teams.
Significant experience cultivating successful relationships with external clients/sponsors.
Expert collaboration skills to develop and sustain partnerships with other programs, directorates, laboratories, NNSA management, and interagency/intelligence community organizations.
Experience supporting international engagement activities in nuclear security, including delivering workshops and leading international meetings.
Expert communication skills (written and verbal) to explain, present, negotiate, advise, and influence all levels of management.
Appropriate cultural sensitivity to develop trust, confidence, and collaboration with international partners.
Ability and willingness to travel extensively.
Significant experience working with foreign partners and proven ability to lead, develop positions on, and implement nuclear security initiatives, or similar work on related programs (SES.5 level).
Working knowledge of the IAEA’s Division of Nuclear Security efforts, including implementation instruments, technical development needs, and international training needs (SES.5 level).
Working knowledge of global technical advancements that may influence or impact nuclear security (SES.5 level).

Responsibilities

Lead, manage, and coordinate projects within the Global Materials Security (GMS) international nuclear security program, including country strategy development, bilateral relationship management, team leadership, sponsor reporting, and funding oversight.
Serve as the primary technical point of contact for relevant technical and policy areas related to the program’s international nuclear security mission and sponsors, as defined by the GMS program leader.
Represent the program and provide strategic technical advice to sponsors and other U.S. Government (USG) organizations, including travel as necessary.
Manage the program's international engagements agenda, producing high-quality technical presentations and reports.
Develop and maintain an integrated strategy for program areas aligned with overall GMS strategic planning, leveraging knowledge of nuclear security, threat reduction efforts, and national security needs.
Develop and track project execution plans for assigned international engagements and R&D projects, including personnel and budget allocation and monitoring.
Identify and develop new program opportunities, including proposal creation in collaboration with potential sponsors and customers (e.g., Department of State).
Maintain and ensure appropriate quality standards for complex projects, including reviewing, coordinating, and approving deliverables, publications, and presentations.
Promote a positive image of the Laboratory and strong customer relationships by ensuring project and program objectives are met.
Coordinate with other Global Security programs and LLNL scientific disciplines involved in nuclear security, staying updated on technical developments and promoting the utilization of the nuclear forensic workforce.
Perform other duties as assigned.
Develop innovative concepts and provide expert management, leadership, technical vision, and strategic planning for analytic and R&D environments (SES.5 level).
Influence strategic vision and implementation plans for senior management and external stakeholders to meet the needs of the US nuclear forensics and detection communities (SES.5 level).
Cultivate partnerships with external organizations, including academia, other national laboratories, government agencies, and facilities (SES.5 level).
