About The Position

This is a full-time, unclassified, limited academic (fixed-term) position serving as the Interim Director of Student Health Services at Winona State University. The role involves direct management of the department, including coordinating various health programs and services, leading the management team, policy development, assessment, emergency preparedness, quality assurance, and credentialing. The director will set departmental goals, monitor health trends, implement new programs, analyze processes for improvement, and ensure compliance with relevant privacy and health regulations. The position also requires personnel supervision, campus and community involvement, and budget development.

Requirements

• Master’s degree in Public Health Administration, Healthcare Administration, Nursing or related field.
• Five (5) years of professional experience in public health, healthcare administration, or a related healthcare setting.
• Supervisory experience, including responsibility for employee development, and work direction.
• Experience leading clinic operations and ensuring compliance with applicable regulatory requirements.
• Knowledge of electronic health record (EHR) systems and health information management practices.
• Must be able to lawfully accept employment in the United States by the day employment begins.

Responsibilities

• Direct management of department: Coordinate medical, nursing, laboratory, pharmacy, nutrition, health education, preventative medicine, outreach, cessation and immunization programs and services. Lead the department management team. Responsibilities include departmental policy review and policy development, assessment, emergency preparedness, quality assurance, credentialing and privileging of professional staff. Lead the department in setting long and short term departmental goals. Monitor and respond to college health trends and student needs. Research and implement new programs and services. Analyze processes and procedures and initiate changes to improve work flow and improve services to students. Monitor for compliance with FERPA, MN data privacy act, HIPPA MN immunization Law, Regulations of the Minnesota Board of Nursing and MN board of Medical Practices. Liaison to Winona Community Public Health and Winona Health clinical organizations. Coordinate policies related to electronic health records. Prepare departmental annual reports and statistics.
• Personnel supervision: Direct supervision of laboratory manager, medical director, nursing staff, nurse practitioners, dietician, health promotion coordinator and office staff. Contract for medical services from Winona Health. Responsible for oversight of new employee orientation and training. Initiate and recommend personnel actions in compliance with 4 union contracts. Indirectly supervise student workers. Oversee employee schedules to ensure adequate staffing of clinic. Approve timesheets. Conduct staff meetings and in-service education for all staff members. Annual performance review for all staff. Keep personnel records to ensure all employees get annual training and licensure renewal as needed.
• Campus community/local/state/national involvement: Attend Student Life and Development Director and all division meetings. Serve on appropriate committees on campus including Behavioral Assessment and Intervention Team, search committees, emergency planning, and other health related issue task force requests. Present health information to academic departments including nursing and other orientation classes. Coordinate promotion and advertising of the student Health Service to students and to other campus departments. Present health service department information to parents at registration sessions in spring and summer. Manage TB surveillance with international students. Coordinate public health efforts and relay information to campus community regarding influenza, meningitis, and other communicable disease in conjunction with the Winona Public Health Department and Minnesota Health Department. Participate with other MNSCU directors in benchmarking and coordination of university health issues. Member of the North Central College Health Association and American College Health Association on an individual and organizational level.
• Budget: Develop the HS budget. Present to SFMC and student government for approval. Develop projections for staffing, equipment and supply needs. Monitor invoices and oversee payment for contacted physician services.
