The Chief Financial Officer (CFO) is a vital component of Metrocare's Executive Management, assisting with mission critical, highly visible and complex duties to assure the effective administration and evolution of the agency. This position will be uniquely responsible for assuring Metrocare's readiness for anticipated growth and the adaptation of the agency to changing payer and regulatory landscapes. The CFO will plan and coordinate agency activities to ensure operational and financial success while anticipating changes within state, federal and contractual programs and minimizing disruption. It is mandatory that this position interface with other Center departments to produce the most favorable outcomes within the goals and objectives of the Center. The CFO will provide consultation to other senior management staff on matters related to any area of oversite delineated above.

Requirements

  • Masters degree in business administration, public health, public administration, health care administration, or other relevant program.
  • Bachelors degree with equivalent work experience may substitute in unique situations.
  • A minimum of ten (10) years of progressively responsible administrative experience in a health care delivery system or other complex service industry with heavy emphasis on finance, operations and administration.
  • Professional experience in corporate level program and personnel management, finance and development of program guidelines, policies, and procedures.
  • Basic math skills required.
  • Ability to work with reports and numbers.
  • Ability to calculate moderately complex figures and amounts to accurately report activities and budgets.
  • Ability to apply common sense understanding to carry out simple one or two-step instructions.
  • Ability to deal with standardized situations with only occasional or no variables.
  • Use computer, printer, and software programs necessary to the position (i.e., Word, Excel, Outlook, and PowerPoint).
  • Ability to utilize Internet for resources.
  • Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. If licensed in another state, must obtain Texas Driver License within three (3) months of employment.
  • Liability insurance required if employee will operate personal vehicle on Center property or for Center business.
  • Must be insurable by Centers liability carrier if employee operates a Center vehicle or drives personal car on Center business.

Responsibilities

  • Acts as a pivotal member of Center leadership to support and implement the Centers goals and objectives with an emphasis on finance, administration and planning.
  • Oversees the work output and ensures the optimal performance of the CFO, the VP of Human Resources, and the Directors of PFS, IT and Facilities.
  • Assists the CEO in examining, deliberating, and developing policies and programs.
  • Assists the CEO in implementation of Center policies and programs through administrative procedures, personnel actions, and exercising executive authority over the resources and personnel of Metrocare.
  • Represents Metrocare to the community, governmental bodies and the network of human service agencies, associations, and individuals in a manner that favorably reflects upon the Board and the Center.
  • Interfaces directly with financial, regulatory and other institutions and agencies that are a part of the regular operations of Metrocare.
  • Develops, implements and refines a dynamic Strategic Plan and Key Performance Indicators [KPIs] on an ongoing basis.
  • Develops and continuously refines the structured data that supports the identification and reporting of operational metrics to optimize Center performance. Results of such activities are reported to the Centers leadership, including the Board of Trustees.
  • Reviews and analyzes the revenue cycle employing critical measures such as Net Collection Rate to validate agency-wide performance with state-funded and other third party payers.
  • Works closely with the COO and CCO to determine the level of compliance of service and business practices with appropriate regulatory rules, laws, standards and contractual obligations.
  • Assists with or develops Center policy and practices to ensure that they reflect existing and new requirements of State, Federal and other third party contracts.
  • Analyzes programmatic and business processes for optimal performance and report those findings.
  • Maintains an active and effective Facilities Management Department for Metrocare's owned and leased properties and as vended services for regional agencies in conjunction with efforts by the VP for Business Development.
  • Implements and maintains continuous improvement of utilization review process.
  • Establishes and analyzes Risk Management practices, in participation with Center leadership and the Texas Council Risk Management Fund, to include liability and employee health.
  • Leads the Agency's Safety Management and Workers Compensation programs.
  • Interacts with clients and their families, other Executive Managers and all Center employees in a positive and professional manner.
  • Maintains regular communication with supervisor and attends scheduled management meetings for the efficient and successful operation of the Center.
  • Performs other duties as assigned by the Chief Executive Officer.
