About The Position

Under the direction of the Deputy Chancellor, the Associate Vice Chancellor of Student Services provides executive leadership, strategic direction, and operational oversight for districtwide student services, including Admissions and Records, Financial Aid, and Health and Wellness. The position also provides district leadership and coordination for counseling and categorical student support programs and serves as the District Advisor to the Student Trustee. The Associate Vice Chancellor partners with college leadership, District Information Technology, Instruction, and Institutional Research to develop and implement districtwide strategies, policies, systems, and services that improve student access, equity, enrollment, persistence, and completion. This position leads organizational change, ensures compliance with federal and state laws and regulations, and advances innovative, student-centered solutions that support the entire student lifecycle—from application through completion.

Requirements

  • Have a master’s degree from an accredited institution completed by time of hire.
  • Have five (5) years of progressively responsible administrative and leadership experience, including a minimum of three (3) years of supervisory experience overseeing a college or system-wide program or department.
  • Have an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles; and successfully foster and support an inclusive educational and employment environment.

Responsibilities

  • Advising the Deputy Chancellor on districtwide student services policy, strategy, and operations.
  • Providing executive leadership and strategic oversight for Admissions and Records, Financial Aid, and Health and Wellness across the district's four colleges.
  • Developing organizational structures, service models, and operational strategies that promote high-quality, equitable, efficient, and compliant student services.
  • Leading districtwide strategic planning and continuous improvement initiatives to enhance student access, success, and completion.
  • Fostering an organizational culture grounded in equity, innovation, collaboration, accountability, and student-centered service.
  • Supervising assigned managers and staff, including hiring, performance management, professional development, and succession planning.
  • Developing and administering assigned budgets and grants, ensuring sound fiscal management and compliance with applicable district, state, and federal laws, regulations, and procedures.
  • Overseeing, leading, and providing strategic direction for A&R, Financial Aid, and Health and Wellness departments at American River, Cosumnes River, Folsom Lake and Sacramento City Colleges, comprising 12 campus departments with more than 200 classified staff and managers.
  • Leading the development, implementation, and evaluation of districtwide policies, procedures, and practices for student services programs, including admissions, enrollment services, financial aid, counseling, health and wellness, categorical programs, transfer services, and related student support functions.
  • Leading, directing and serving as project sponsor on large-scale system implementations and enhancements, including the CRM, financial aid systems, education and degree planning, degree audit systems, the CRM on student communication and engagement, and onboarding technologies.
  • Identifying barriers to student success and lead the design and implementation of equitable, data-informed solutions that improve the student experience and student outcomes.
  • Sponsoring and overseeing major districtwide initiatives, technology implementations, business process improvements, and organizational change efforts related to student services.
  • Partnering with District Information Technology to implement and enhance enterprise systems and technologies that improve service delivery, student engagement, compliance, and operational effectiveness.
  • Using data, assessment, and research to evaluate program effectiveness, measure outcomes, and drive continuous improvement.
  • Ensuring compliance with applicable federal and state laws, regulations, accreditation standards, and district policies.
  • Building and maintaining collaborative partnerships with district and college leadership, faculty, staff, students, vendors, and external agencies to advance district priorities.
  • Facilitating collaboration among the colleges to promote consistent districtwide practices while recognizing local operational needs.
  • Representing the District in local, regional, statewide, and national organizations, committees, and initiatives related to student services.
  • Preparing and present reports, recommendations, and strategic analyses to senior leadership, the Chancellor's Cabinet, Board of Trustees, and other stakeholders.
  • Leading and participating in committees, workgroups, and special projects that support district strategic priorities.
  • Performing other duties as assigned.
