About The Position

This position works with State agencies and/or organizations to strengthen cross-system collaboration and implement integrated services organization and delivery policies. The role is responsible for project development, research, program evaluation, fiscal and policy analysis on various issues affecting consumers of human service programs. It involves initiating, planning, coordinating, supervising, and reviewing information, education, and community relations programs. The position serves in a highly responsible communication capacity, representing multiple state departments in their contact with state, local, public, and media officials. The role also involves performing complex program analysis and evaluation, researching and writing commentary, resolving complaints, preparing reports, developing and maintaining coordinated efforts with the general assembly, state agencies, the public, and media, and disseminating newsletters on legislative changes. The Interdepartmental Project Manager will operate publishing, graphic, and financial computer programs, represent directors in constituent and official contacts, and keep departmental officials informed of decisions and recommendations. For the RI Bridges Program EPMO, this role will support agencies like EOHHS, DHS, and HSRI to implement integrated IT services and strengthen cross-system collaboration. It requires project development, business process and system analysis related to Medicaid, SNAP, TANF, and Health Insurance, and overseeing information systems enhancements. The role involves serving in a communication capacity to represent agency business program leads and drive program needs. The individual hired will coordinate with the RI Bridges Program, EPMO, DHS, and the Executive Steering Committee. Access to Federal Tax Information (FTI) requires a national fingerprint background screening and employment eligibility validation through E-Verify.

Requirements

  • A thorough knowledge of the principles, practices and techniques of projects management related to developing interdepartmental programs and services.
  • A thorough knowledge of planning, budgeting and evaluation process and the ability to apply them in a human service system.
  • A thorough knowledge of practices, procedures and protocols for press relations.
  • The ability to research and prepare reports and recommendations for dissemination of policy information.
  • A working knowledge of computers and communication technology.
  • A thorough knowledge of, and the ability to, evaluate the attitudes and reactions of interested and affected groups and their demands and needs for information about the department's programs and objectives.
  • The ability to communicate effectively with a variety of constituents, state officials and the general public.
  • Possession of a Master's Degree in Public Administration, Business Administration or a related field.
  • Considerable employment in a highly responsible position involving responsibility for the research, fiscal analysis and policy development and dissemination of information.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.
  • Must undergo a national fingerprint background screening in accordance with the criteria set forth in regulation 220-RICR-40-00-2 (IRS Publication 1075 – Background Check Process and Criteria).
  • Employment eligibility must be validated through E-Verify.

Nice To Haves

  • Experience with software development, business analysis, system integration and technical upgrades for large scale health and human service IT systems is preferred.

Responsibilities

  • Represent the director(s) as assigned in contacts with constituents and officials to explain specific policies and their impact.
  • Keep departmental officials informed of the director's decisions and recommendations on programs and policies.
  • Make frequent contact with departmental officials relative to decisions and recommendations on program and policy issues.
  • Support one or more of the State agencies and/or organizations (EOHHS, DHS, HSRI) to implement integrated IT services and strengthen cross-system collaboration.
  • Perform business process and system analysis on various issues affecting consumers of human service programs (e.g. Medicaid, SNAP, TANF, and Health Insurance).
