The Intensive Resources Supervisor will serve as the DCYF expert in child welfare intensive services and will supervise six (6) - seven (7) Intensive Resources Program Consultants who oversee and administer Behavior Rehabilitation Services (BRS) statewide. They will support teams that are advocating for children and young people by providing guidance, consultation, feedback, and support. This position collaborates with DCYF teams, internal leadership, the provider community, other state agencies, external partners, and Tribes and provides systems expertise and consultation for Child Welfare staff related to the provision of Intensive Placement Resources to youth with complex mental health and behavioral health needs. The Intensive Resources Supervisor works closely with another supervisor and will use partnership, teaming, and collaboration to ensure consistent delivery of services statewide and a connected and cohesive unit. The Intensive Resources Supervisor ensures the Program Consultants of the Intensive Resources Unit meet the needs of the child welfare offices, contracted intensive resource providers, and the youth and families they serve who need to access intensive services. This position is directly responsible for the BRS budget, monitors expenditures for contract compliance, and ensures expenditures are in alignment with program and statutory requirements. As the Intensive Resources Supervisor, you have a critical role in ensuring that our youth with the greatest needs, and those caring for them, can access quality and timely support and services that are needed to help them stabilize and flourish.

Requirements

Equivalent combination of education and experience totaling nine (9) years.
OR a bachelor’s degree in social services, Public Administration, Social Work, or other closely allied field AND five (5) years of progressively responsible and high performing child welfare experience.
OR a master’s degree in social services, Public Administration, Social Work, or other closely allied field AND three (3) years of progressively responsible and high performing child welfare experience.

Within the past five (5) years, have two (2) years of demonstrated full-time experience in one of the following areas: Administering or managing a group care program or programs for children and young people with therapeutic support needs.
Overseeing service delivery and contract compliance for group care providers.
Administering or managing programs that offer treatment and therapeutic support for children and young people.
Overseeing the service delivery and contract compliance for therapeutic providers.
Administering or managing programing related to permanency for children or young people with therapeutic supports needs.
A minimum of five (5) years of progressively responsible and high performing child welfare experience that includes two (2) years of supervising others.

Nice To Haves

Two years of supervision within child welfare, foster or group care licensing or intensive services program delivery.
Demonstrated knowledge of Behavior Rehabilitation Services and/or Intensive Services programming and delivery.
Demonstrated experience working with or within the intensive resources (BRS, therapeutic foster care, behavioral health, developmental disabilities) system.

Responsibilities

Provide statewide coordination, implementation, and ongoing management of the Intensive Resource placement continuum and provide support to field operations.
Develop, foster, and maintain a strong, collaborative working relationship with regional and HQ leadership, program staff, and intensive resource providers.
Standardize and operationalize the delivery of intensive resources across DCYF.
Participate in a key leadership role in the Placement Continuum Unit and support other areas and program managers in the Placement Continuum unit by providing input, expertise, and guidance.
Guide, direct, train, and monitor the activities of a unit of six Intensive Resource Regional program consultants.
Monitor staff activity and performance, and provide training to new and existing staff.
Responsible for recruiting, hiring, and onboarding of staff.
Develop, facilitate, and participate in internal and external workgroups and committees.
Participate in client-specific FTDMs, shared planning meetings, and staffings to develop plans to address placement resource needs of youth with complex behaviors.
Collaborate with providers, other HQ program staff, and regional staff to develop intensive resource programs to address service gaps and expand the therapeutic placement continuum.
Provide oversight, guidance, and consultation to ensure that placements are made consistent with fiscal and program requirements.
Monitors statewide program expenditures and compliance with program requirements.
Provide technical assistance and professional expertise to interpret, implement, review, evaluate and provide input on federal and state regulations and policies relating to the development, implementation and utilization of intensive resources.
Evaluate contracts, track progress, utilize data, and partner in contractor monitoring.
