About The Position

Our client, a professional services organization supporting government and defense programs, is seeking an Intelligence Business Development Manager for a remote, permanent position aligned to Fredericksburg, Virginia. The role drives capture and growth across the intelligence community market. This position suits someone who understands both the intelligence mission and how government business is actually won. It combines relationship building, opportunity identification, and disciplined capture work, with the autonomy that comes with a remote appointment.

Requirements

  • Prior business development or capture experience in the government contracting sector is required, with a demonstrated record of contributing to won opportunities.
  • Working knowledge of the intelligence community market and its customers, contract vehicles, and acquisition processes is required, along with familiarity with the federal procurement lifecycle from opportunity identification through award.
  • An active security clearance, or eligibility to obtain one, is required for this role.
  • United States citizenship is required.
  • Excellent written and verbal communication, strong relationship-building skill, and the self-direction to work effectively in a remote position are essential.

Nice To Haves

  • Prior military or intelligence community service is strongly preferred, bringing both mission understanding and customer credibility.
  • Experience with formal capture methodologies such as Shipley, familiarity with GWACs and IDIQ vehicles, an established network across intelligence customers and industry partners, and a bachelor's degree in business, national security studies, or a related field are all advantageous.
  • Experience with small business set-aside strategies, joint ventures, or mentor-protégé arrangements is advantageous.
  • Candidates who bring an existing pipeline or established teaming relationships, and who are comfortable operating with limited supervision in a remote role, will be particularly effective.

Responsibilities

  • Identify, qualify, and pursue new business opportunities across intelligence community and defense customers, building and maintaining a pipeline that reflects realistic probability rather than optimism.
  • Lead capture activity on targeted opportunities, developing win strategies, shaping requirements with customers where appropriate and permissible, analyzing competitors, and assembling the teaming arrangements that strengthen the bid.
  • Build and sustain relationships with government customers, prime contractors, and teaming partners, representing the organization credibly at industry events, conferences, and customer engagements.
  • Drive proposal efforts in coordination with proposal, technical, contracts, and pricing staff, contributing win themes and solution narrative, reviewing drafts for responsiveness, and ensuring submissions meet solicitation requirements.
  • Maintain market intelligence and provide leadership with accurate pipeline and forecast reporting.
  • Maintain disciplined opportunity qualification, applying consistent bid and no-bid criteria so that effort concentrates on winnable pursuits.
  • Conduct honest post-award reviews on both wins and losses to feed what is learned back into future capture strategy.
