About The Position

The Business Intelligence Manager leads the City’s enterprise business intelligence, reporting, and analytics services within the Information Technology Department. This position oversees reporting tools, dashboards, shared data models, data warehouse or data mart structures, access controls, release processes, and reporting standards to support Citywide operations, executive decision-making, and strategic priorities. The role establishes trusted reporting practices, promotes reusable and governed analytics solutions, and partners with departments to deliver consistent business intelligence services while departments retain ownership of their business processes, data definitions, and performance outcomes.

Requirements

  • Bachelor’s degree in information systems, computer science, data analytics, business administration, public administration, or a related field.
  • Four to six (4-6) years of relevant experience.
  • Experience in business intelligence, analytics, data warehousing, reporting systems, or data management.
  • Experience designing, administering, or supporting enterprise BI and reporting environments.
  • Experience supervising technical or analytical staff.
  • Experience working with cross-functional stakeholders in a multi-department organization.
  • Possession of a valid driver’s license.
  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Nice To Haves

  • Relevant certifications in BI, analytics, project management, data platforms, or Microsoft technologies may be desirable.
  • Preferred experience in local government, public sector, or similarly complex service environments.
  • Preferred experience establishing governance, standards, and operating procedures for enterprise reporting and analytics.

Responsibilities

  • Leads the City’s enterprise business intelligence and reporting function, including daily operations, long-range planning, service intake, prioritization, project delivery, production support, and lifecycle management.
  • Establishes BI as a centralized IT shared service with enterprise standards, reusable solutions, governed service delivery, roadmaps, performance expectations, and support for Citywide initiatives.
  • Establishes and maintains standards for shared reporting, definitions, stewardship coordination, access control, publishing, documentation, testing, release management, inventory control, archival practices, and change control.
  • Partners with departments and leadership to improve reporting consistency, trust, usability, reuse of shared data assets, and clarity between IT responsibilities and departmental ownership.
  • Oversees BI tools, reporting platforms, semantic models, dashboards, analytics environments, and shared data warehouse/data mart structures.
  • Ensures BI solutions are secure, scalable, supportable, maintainable, documented, aligned with enterprise architecture, and supported through effective platform planning and upgrades.
  • Collaborates with stakeholders to identify BI needs, define reporting priorities, and deliver operational reports, dashboards, ad hoc analysis, trend analysis, executive reporting, strategic analytics, KPIs, visualizations, and data models.
  • Supports City initiatives and cross-department priorities through accurate, consistent, and actionable reporting solutions.
  • Ensures appropriate security, privacy, role-based access, publishing controls, auditability, data quality, validation, and consistency across BI platforms and reporting assets.
  • Aligns BI operations with City standards for access management, change control, continuity of service, risk reduction, records, privacy, security, procurement, and administrative requirements.
  • Supervises assigned staff, which may include BI Analysts, Database Administrators, and/or related technical personnel.
  • Assigns and reviews work; hires, trains, coaches, mentors, evaluates performance, resolves conflicts, supports professional development, fosters collaboration, and builds a service-oriented culture focused on quality, responsiveness, governance, and continuous improvement.
  • Monitors emerging BI, analytics, and data management practices.
