About The Position

This position is located in the Departmental Offices, Terrorism and Financial Intelligence, Intelligence Analysis. The Intelligence Analyst provides intelligence and research support to senior Treasury officials concerning threats to U.S. national security, foreign policy, or the economy. The role is established in the excepted service as an element of the Intelligence Community within the Department of the Treasury. At the GS-13 level, the analyst performs a broad range of analytical and short-suspense assignments involving economic, financial, and all-source intelligence analysis of foreign terrorist and illicit finance networks, their vulnerabilities, and the application or impact of Treasury authorities used to target them. The work includes identifying information gaps and intelligence requirements, reconciling occasionally conflicting sources, collaborating with Intelligence Community counterparts on finished intelligence products, and presenting findings verbally, in writing, and graphically to Treasury, Intelligence Community, U.S. Government interagency, and foreign government audiences. The analyst also helps OIA management share relevant analysis with U.S. regulatory, diplomatic, defense, intelligence, and law enforcement communities in accordance with applicable policies and security guidelines. The analyst represents the organization at Intelligence Community and interagency meetings, maintains contacts with domestic and foreign agencies and offices, and may travel domestically and abroad. The role includes regularly briefing working-level policy and enforcement counterparts and senior Treasury officials at the Deputy Assistant Secretary level, and providing subject matter expertise to inform Treasury decision-makers. At lower grade levels, the employee may receive training and the opportunity to learn to perform the full range of duties.

Requirements

Must be a U.S. Citizen or U.S. National.
Must have, or be able to obtain and maintain, a Top Secret security clearance based on a Single Scope Background Investigation (SSBI), and be eligible for Sensitive Compartmented Information (SCI) access.
Must successfully complete a background investigation and personnel vetting, including enrollment in Continuous Vetting and the FBI Rap Back service.
Must comply with federal ethics laws; financial or other interests may be reviewed for conflicts with official duties.
Must complete a Declaration for Federal Employment when requested.
Must use Direct Deposit/Electronic Funds Transfer for salary payments.
Male applicants born after December 31, 1959, must certify Selective Service registration or exemption.
Must complete the Personal Identity Verification process and provide two forms of identification from the Form I-9.
Must obtain and use a Government-issued charge card for business-related travel.
For GS-13: one year of specialized experience equivalent to GS-12, including preparing written analysis on trends and forces affecting illicit finance, economic sanctions, national economies, or the global economy; briefing senior officials on those topics; preparing reports on national security-related topics; preparing intelligence and other analytical assessments; and working with Intelligence Community agencies.
For GS-12: one year of specialized experience equivalent to GS-11, including preparing reports on national security-related topics; researching illicit finance and sanctions-related topics; preparing intelligence-focused or other analytical assessments; and working with Intelligence Community agencies.
For GS-11: one year of specialized experience equivalent to GS-09, including preparing reports on security-related topics; preparing intelligence or other analytical assessments; and researching illicit finance, sanctions, or economic-related topics.
For GS-11, qualifying education may substitute for specialized experience: a Ph.D. or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or a related LL.M. A qualifying combination of graduate education and specialized experience may also be accepted; only graduate education beyond the first 36 semester hours (54 quarter hours) may be combined with experience.
Education must generally be from an accredited or pre-accredited college or university recognized by the U.S. Department of Education. Foreign education requires proof of creditability as evaluated by a credentialing agency.
Experience is based on full-time work; part-time experience is prorated. Applicants should provide employment dates and hours worked per week.

Responsibilities

Conduct economic, financial, and all-source intelligence analysis concerning foreign terrorist and illicit finance networks, their structures, operations, and vulnerabilities.
Analyze the application or impact of Treasury authorities used to target foreign terrorist and illicit finance networks.
Identify information gaps and intelligence requirements, and reconcile occasionally conflicting data sources.
Collaborate with Intelligence Community counterparts to prepare finished intelligence products, including analysis of international banking and trade sectors and foreign terrorist and illicit finance networks.
Present analytical results verbally, in writing, and graphically to Treasury, Intelligence Community, U.S. Government interagency, and foreign government audiences.
Assist OIA management in sharing relevant information and analysis with U.S. regulatory, diplomatic, defense, intelligence, and law enforcement communities, consistent with policy and security guidelines.
Represent the organization at Intelligence Community and interagency meetings and maintain relevant contacts with domestic and foreign agencies and offices.
Travel domestically and abroad as required.
Regularly brief working-level policy and enforcement counterparts and senior Treasury officials at the Deputy Assistant Secretary level.
Provide subject matter expertise to inform Treasury decision-makers.
