About The Position

Performs semi-skilled to skilled work in the preventative maintenance, repair and replacement of the Town’s water distribution and sewer collection infrastructure systems. The position requires significant experience and skill in the operation of highly specialized valve and hydrant truck, combo truck, robotic cameras, smoke testing equipment and computers, as well as light and heavy-duty construction equipment. An employee in this class is responsible for investigating, locating, and mapping potential problem areas in the Town’s sanitary sewer and water distribution systems. Work involves running cameras, utilizing acoustic detection methods, preforming preventative maintenance, and collecting data needed to prioritize maintenance and repairs. Employee performs work in accordance with established safety rules and regulations. Employee may be required to work shifts, nights or on weekends when responding to water leaks, meter malfunctions, sewer clogs, and other similar customer service issues. Employee will also be expected to perform “on-call” duties as directed to respond to water leaks, meter malfunctions, sewer clogs, and other similar customer service issues.

Requirements

  • Knowledge of the tools, materials and methods used to maintain and repair water distribution and sewer collection infrastructure and associated appurtenances.
  • Knowledge of the operational and preventative maintenance requirements for light and heavy-duty construction equipment, vehicles, and using basic hand tools assigned to perform primary duties.
  • Knowledge of the occupational hazards and proper safety precautions associated with working around raw sewage, operating heavy construction equipment, working around traffic, and performing daily responsibilities.
  • Knowledge of Town engineering specifications, AWWA requirements, and environmental laws
  • Knowledge of the Town water and sewer service policies and procedures.
  • Knowledge of the traffic laws and regulations governing equipment operation.
  • Knowledge of street locations and the geographic layout of the Town.
  • Skilled in the advanced use of computers and various software applications, including Town’s GIS based computer programs and mapping functions as related to the sanitary sewer and water systems.
  • Ability to operate robotic cameras, smoke testing equipment and computer software related to primary operations.
  • Ability to work independently and use sound judgment.
  • Ability to learn and operate asset management software.
  • Ability to develop step by step plans to narrow alternatives and to find the source of problems.
  • Ability to deal courteously and tactfully with Town personnel, contractors, and the public.
  • Ability to read utility line maps and operation and service manuals and to understand and follow oral and written instructions.
  • Must be able to perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, talking, hearing, and repetitive motions.
  • Must be able to perform light work exerting up to 50 pounds of force occasionally; and/or up-to 10 pounds of force frequently or constantly to move objects.
  • High school diploma or GED, supplemented by experience in utility maintenance and construction work and experience working with computers and various software programs, or an equivalent combination of education and experience.
  • Possession of a valid North Carolina driver's license.
  • Possession of a Class B CDL with tanker/combination endorsement or the ability to obtain within 6-months of hire date.
  • Possession of a NASSCO certification or ability to obtain within one year of hire date.
  • Possession of a Grade I Sewer Collection or ability to obtain within 2 years of hire date.
  • Possession of a Class C Distribution certificate or ability to obtain within 2 years of hire date.

Responsibilities

  • Works independently, departmentally, and interdepartmentally, to ensure success on Town wastewater collections and distribution systems.
  • Operates and maintains highly specialized equipment, including robotic cameras, smoke testing equipment and computers with specialized software used to detect damaged infrastructure.
  • Operates, maintains, troubleshoots, and repairs equipment.
  • Analyzes and records video images during robotic camera operation.
  • Ensures defects are inspected and automatically assigned a pipe condition number in accordance with NASSCO Pipeline Assessment Certification Program (PACP).
  • Works with a specialized database program for entering, storing, and retrieving information pertaining to Town utility lines.
  • Establishes and maintains GIS-based coding for utility infrastructure per NASSCO standards.
  • Operates various types of heavy equipment, including valve and hydrant truck backhoes, front-end loaders, dump trucks, flatbed trucks, excavators, combo truck, forklifts, etc.
  • Ensures machinery and equipment are properly maintained; completes daily checks and preventative maintenance requirements, and schedules maintenance and repairs accordingly to ensure equipment remains in good working order.
  • Uses various pneumatic, gas or electric power tools, including compressors, jackhammers, tapping machines, boring machines, tamps, concrete saws, drills, etc.
  • Assists Town collections and distribution crews, in the maintenance and repair of utility lines and assessing potential problems.
  • Trains departmental employees in job safety, traffic control, and all equipment operations.
  • Assists other departments and agencies as needed and performs other related duties as assigned.
